Basic Law of the Saudi Red Crescent Authority

Article 1

  • The words and phrases listed below - wherever they appear in this regulation - shall have the meanings specified next to each of them:

    • The Kingdom: The Kingdom of Saudi Arabia.

    • The Authority: Saudi Red Crescent Authority.

    • The Regulation: Regulation of the Saudi Red Crescent Authority.

    • The Council: Board of Directors of the Authority.

    • The President: President of the Authority.

Article 2

Previous Amendments
  • The Saudi Red Crescent Authority is a public entity with an independent legal personality, organizationally linked to the Minister of Health, with its main headquarters located in the city of Riyadh. It has the authority to establish branches and centers within the Kingdom, as well as to create offices outside the Kingdom as needed.

Article 3

  • The organization of the authority is based on the four Geneva Conventions of 1949, the two Additional Protocols of 1977, and any future agreements and protocols related to them in which the Kingdom is a party, as well as the decisions and principles of the International Red Cross and Red Crescent Movement.

Article 4

  • The main objective of the authority is to strive to prevent and alleviate human suffering and pain, without discrimination or distinction in treatment for any reason.

Article 5

Previous Amendments
  • Without prejudice to the competencies of other authorities, the Authority shall undertake the following tasks in order to achieve its objectives:

  • 1- Prepare and work in times of peace and war as an assistant to the medical administrations in the military sectors for the purpose of cooperation and integration for the benefit of all victims of wars, both civilian and military, in all cases stipulated in the four Geneva Conventions of 1949 and their two Additional Protocols of 1977, including specifically the following:

    • A- Transfer of the wounded and sick, and the establishment and operation of the Saudi Red Crescent hospitals in the locations designated by the military leadership.

    • B- Provide means of transport and assistance to war victims.

    • C- Mediate in the exchange of correspondence concerning prisoners and victims of war.

    • D- Work to provide and store means and equipment for shelter, medicines, and all that is necessary for the treatment of patients and the wounded and care for prisoners.

  • 2- Represent the Kingdom before the relevant international authorities as the sole entity representing the Red Crescent in the Kingdom.

  • 3- Provide medical emergency services as the primary provider of this service in the Kingdom, including all types of emergency transport: land, sea, and air, and pre-hospital health services for patients and injured individuals in accidents and disasters.

  • 4- Prepare for and respond to disaster situations, and contribute to providing relief services within the Kingdom in accordance with the approved national plan organized for that purpose.

  • 5- Contribute to providing Saudi relief and assisting disaster victims outside the Kingdom.

  • 6- Cooperate with the relevant authorities in providing health services for the pilgrims of the Sacred House of Allah.

  • 7- Work on training community members in first aid and how to respond to and deal with disasters and accidents, and promote health awareness and culture, in cooperation with specialized educational and training institutions.

  • 8- Contribute to providing health, humanitarian, and social services in accordance with the Authority's objectives.

  • 9- Promote the humanitarian principles of the International Red Cross and Red Crescent Movement and international humanitarian law to instill human values in society.

  • 10- Strengthen relationships and exchange experiences and assistance with elements of the International Red Cross and Red Crescent Movement and other similar organizations.

  • 11- Encourage community members - especially the youth - to volunteer in the Authority's activities.

  • 12- Carry out other activities and works in times of peace and war that achieve the Authority's objectives.

Article 6

  • The Authority shall, in carrying out its tasks and in developing its programs and implementing its objectives, adhere to the rules set forth in this regulation in a manner that does not conflict with the Sharia Provisions, the Basic Law of Governance, the applicable laws, and the relevant international agreements, without interfering in political or religious matters when providing its services inside and outside the Kingdom.

Article 7

  • The distinctive emblem of the Authority shall be as follows:

    • 1- Inside the Kingdom:

    •  A red crescent on a white background, with the ends of the crescent facing to the right for the observer and to the left for the bearer of the emblem, and in the center of the crescent, the state emblem featuring two crossed swords in gold and a palm tree in green, surrounded by the official name of the Authority in both Arabic and English.

    • 2- Outside the Kingdom: 

    • A red crescent on a white background, with the ends of the crescent facing to the right for the observer and to the left for the bearer of the emblem, surrounded by the official name of the Authority in both Arabic and English.

  • The Authority may operate under any other international emblem in accordance with the international agreements approved by the Kingdom.

Article 8

  • The Authority shall place its emblem on its offices, centers, hospitals, warehouses, vehicles, convoys, and its other means of transportation and facilities. It may also raise a flag bearing its emblem, and the Authority grants its employees emblems in accordance with the regulations set forth by the Authority.

Article 9

  • Except in cases permitted by the regulations or international agreements governing the activities of the Red Crescent and Red Cross, third parties are not allowed to use the emblem of the authority, and the authority has the right to take the necessary legal procedure to prevent its use.

Article 10

  • The Authority enjoys all the privileges and immunities provided in the Geneva Conventions and any related agreements approved by the Kingdom, allowing it to operate in accordance with the fundamental principles of the International Red Cross and Red Crescent Movement, international humanitarian law, and the resolutions of the International Conference of the Red Cross and Red Crescent.
