Feedstuff Law

Article 1

  • In this Law, the following terms shall have the meanings assigned thereto, unless the context requires otherwise;

    • Law: Feedstuff Law.

    • Regulations: Implementing regulations of this Law.

    • SFDA: Saudi Food and Drug Authority.

    • Board: SFDA’s board of directors.

    • CEO: SFDA’s chief executive officer.

    • Feedstuff: Materials prepared to feed animals, whether composed of one material, mixed, processed, semi-processed, or raw, or a material used in the manufacturing, preparing, or processing of feedstuff, either from permissible animal or plant sources or from aquatic organisms.

    • Feedstuff Ingredients: A component or substance of a combination or mixture that makes the feedstuff, including feedstuff additives, whether these components are from plant sources, permissible animals, or aquatic organisms, or are of an organic nature or inorganic materials, and whether or not the feedstuff contains nutritional value.

    • Animals: All kinds of animals, both food-producing and nonfood-producing, as well as aquatic organisms.

    • Circulation: The stages the feedstuff or its components go through, starting from initial production until delivery to the consumer, including import, export, manufacturing, preparation, processing, packaging, wrapping, storing, transportation, possession, distribution, display, and merchandising.

    • Feed Additives: The components added to feedstuff for technical reasons or to improve its taste, increase its nutritional value, or improve animal productivity, whether or not such components include nutritional value.

    • Feed Mixtures (Premix): A mixture of vitamins, minerals, enzymes, aminoacids, or others, as set forth in the regulations, added to water or carried on an authorized substance of animal or plant origin, and used in the manufacturing of feedstuff to improve its sufficiency.

    • Genetically Modified Products: Genetically modified organisms, whether plant or animal, used in feeding animals as well as feedstuff which contains genetically modified organisms or substances, or the components produced from genetically modified organisms.

    • Living Creature: Humans, animals, and plants.

    • Entity: Any licensed entity where one or all stages of circulation take place.

    • Tracking: The procedures or measures which enable tracking of feedstuff or the components or sources thereof or any substance added thereto during any stage of circulation.

    • Product Label: A statement, symbol, trademark, picture, or description of the feedstuff or its container, whether written, printed, drawn, marked, affixed, engraved, pressed, or attached to a container, lid, or cover.

    • Withdrawal: The procedure or measure performed by the SFDA to withdraw feedstuff from the market.

    • Recall: The procedure or measure performed by the SFDA to recall feedstuff from the market and prevent distribution thereof.

    • Good Manufacturing Practices (GMPs): A quality assurance system which ensures that products are consistently produced and controlled according to quality standards, in order to achieve the objective of production thereof as per approved technical specifications.

    • Critical Control Point System: A system for protecting and controlling the safety of food and feedstuff products by controlling critical points which may result in a defect in the production process as well as product safety and quality.

    • Technical Regulations: Mandatory regulations describing the characteristics of feedstuff or the methods of production and manufacturing thereof, including the instructions regulating the same which include terms, symbols, illustrative data, and feedstuff label and methods of production and packaging.

    • Standard Specifications: Optional regulations which include requirements approved or adopted by the SFDA.

    • Risk Analysis: A scientific approach which aims to assess and control the risks of feedstuff through three interrelated elements: risk assessment, risk management, and risk reporting.

Article 2

  • This Law aims to achieve the following:

    • 1. Ensure the safety of feedstuff.

    • 2. Protect animal health.

    • 3. Protect humans against the transfer of harmful substances due to animals' consumption of unsafe feedstuff, and protect public health.

Article 3

  • The provisions of this Law shall apply to all stages of circulation and use of feedstuff and components thereof, whether locally produced, imported, or prepared for export.

Article 4

  • Prior to engaging in any activity in the field of feedstuff - other than growing it - a license shall be obtained from the SFDA as per the terms and conditions provided for in the Regulations.

Article 5

  • Approval of the SFDA shall be obtained for the release of imported feedstuff or the export thereof as per the terms and conditions provided for in the Regulations.

Article 6

  • Any laboratory dealing with feedstuff shall obtain a license from the SFDA as per the terms and conditions provided for in the Regulations.

Article 7

  • A license shall be obtained from the SFDA prior to advertising feedstuff, as per the terms and conditions provided for in the Regulations.

Article 8

  • The SFDA shall take all necessary measures to ensure the safety of feedstuff, including:

    • 1. Subjecting feedstuff and derivatives containing genetically modified products, upon entry to the Kingdom, to procedures and conditions provided for in the Regulations and relevant instructions.

    • 2. Subjecting feedstuff treated with irradiation to provisions provided for in the Regulations.

    • 3. Reviewing new technologies relating to feedstuff, and taking appropriate decisions thereon, to fulfill the objectives of this Law.

Article 9

  • The SFDA shall set up and manage an early warning system to report any direct or indirect threat to human, animal, or public health resulting from feedstuff, in accordance with the terms and conditions set forth in the Regulations.

Article 10

  • Feedstuff manufacturers shall:

    • 1. not use the waste of animal farms or slaughterhouses;

    • 2. not use plant waste except as per the terms and conditions provided for in the Regulations; and

    • 3. apply hazard analysis and critical control point (HACCP).
