Statute of Sarah Al-Sudairi Center for Women's Studies

Article 1

  • The words and phrases mentioned below - wherever they appear in this regulation - shall have the meanings specified next to each of them, unless the context requires otherwise:

    • The Center: Sarah Al-Sudairy Center for Women's Studies.

    • The University: Princess Nora bint Abdurrahman University.

    • The Regulation: Regulation of the Center.

    • The Supervisory Committee: The Supervisory Committee of the Center.

    • The President: The President of the Supervisory Committee.

    • The Director: The General Director of the Center.

Article 2

  • The center shall be part of the organizational structure of the university, and it shall be organizationally linked to the President of the university. Its main headquarters shall be located in the city of Riyadh, and it may establish branches or offices within the Kingdom as needed.

Article 3

  • The center aims to be an incubator for thought and a source of accurate information related to women, a reliable entity both locally and globally in this regard, to highlight her active role in national development and document it, and to work on documenting the national efforts made to support and empower women, through the following:

    • 1- Conducting studies and scientific research related to women, linking it to the reality of women in the Kingdom, and publishing the results, which contributes to decision-making that enables women and highlights their diverse roles.

    • 2- Documenting the history of Saudi women, and highlighting their civilizational role and status.

Article 4

  • The center - without prejudice to the competencies of other entities - shall undertake all necessary actions to achieve its objectives, including the following:

    • 1- Working and coordinating with relevant governmental and private entities in all matters necessary for the development of women's studies in all fields.

    • 2- Conducting studies and research related to women's issues, and supervising the preparation of such studies and research conducted by other entities in coordination with those entities.

    • 3- Contributing to the preparation of national strategic projects related to women, in coordination with relevant entities.

    • 4- Establishing one or more museums dedicated to Saudi women, in coordination with the relevant authorities, and supervising them.

    • 5- Creating a digital library specifically for research and studies on women, in coordination with the relevant authorities, and supervising it.

    • 6- Preparing and publishing lists of research proposals related to urgent issues concerning women's needs.

    • 7- Compiling relevant data and conducting necessary scientific analyses, contributing to decision-making that supports women's empowerment and activates their diverse roles in society.

    • 8- Developing human resources from the category of researchers and those interested in women's studies, ensuring the acquisition of studies and research with practical value that support women's issues.

    • 9- Collaborating with research and consulting entities, local, regional, and international development centers, and optimally benefiting from various research, studies, and consultations, as well as relevant international cooperation programs, in accordance with legal procedures.

    • 10- Building bridges of cooperation between governmental entities, the private sector, and the non-profit sector on one hand, and universities, centers of research excellence, and strategic studies centers on the other; to direct research efforts conducted in universities and research centers towards existing needs related to women, in accordance with legal procedures.

    • 11- Supporting scientific publishing related to women's studies by establishing a Saudi peer-reviewed scientific journal dedicated to women's studies in the Arab world.

    • 12- Organizing scientific conferences to highlight women's studies.

Article 5

  • The center shall have a supervisory committee chaired by the President of the University, and consisting of the following members:

    • 1- A representative from the Ministry of Education.

    • 2- A representative from the Ministry of Culture.

    • 3- A representative from the Ministry of Human Resources and Social Development.

    • 4- A representative from the King Abdulaziz Foundation for Research and Archives.

    • 5- A representative from the Family Affairs Council.

    • 6- A representative from the Secretariat of the Council of Universities Affairs.

    • 7- The Director General of the center.

    • 8- Three specialists with experience in the field of the center's work, appointed by a decision from the Minister of Education based on a nomination from the President for a period of (three) years, renewable once.

  • The rank of the representatives of government agencies must not be less than (twelfth) or its equivalent.

Article 6

  • The Supervisory Committee is responsible for overseeing the management of the center's affairs and conducting its matters, and it makes all necessary decisions to achieve its objectives within the framework of the regulations. In particular, it has the following responsibilities:

    • 1- Approving the general policy related to the center, work plans, and programs that it follows to achieve its objectives, and monitoring the implementation of that.

    • 2- Approving the organizational structure of the center.

    • 3- Approving the establishment of branches of the center or offices within the Kingdom.

    • 4- Approving the establishment of the museum and the digital library after coordinating with the relevant authorities.

    • 5- Approving the conclusion of agreements and partnerships, in accordance with the legal procedures.

    • 6- Accepting gifts, donations, grants, bequests, and endowments, in accordance with the governing provisions.

    • 7- Determining the financial compensation for the works and services provided by the center, which the Supervisory Committee deems appropriate to charge a financial fee for.

    • 8- Reviewing the periodic reports prepared regarding the progress of work in the center and making the necessary decisions regarding them.

  • The Supervisory Committee may form permanent or temporary committees from its members or others, assigning them tasks as it sees fit. The decision to form each committee shall specify its chairperson, members, and competencies, and it may seek assistance from whomever it deems necessary to perform the tasks and powers entrusted to it. It may also delegate some of its competencies to its chairperson, or to any of its members or staff of the center.

Article 7

  • 1- The Supervisory Committee shall meet periodically at least (three) times a year, and whenever necessary as determined by the President, or if requested by at least one-third of the members. The meeting invitation shall be sent by the President or by a member of the Committee representing the governmental entities chosen by the President - in writing - at least (seven) days prior to the meeting, and the invitation shall include the agenda of the meeting.

  • 2- The meetings of the Supervisory Committee shall be held at the headquarters of the main center, and may - by a decision of the President - be held at another location within the Kingdom.

  • 3- The validity of the meeting of the Supervisory Committee requires the presence of at least the majority of the members, including the President or his representative. Decisions shall be made by a majority of the votes of those present, and in the event of a tie, the side that the President of the meeting votes for shall prevail.

  • 4- The Supervisory Committee may invite specialists and consultants it deems necessary to attend its meetings, without them having the right to vote.

  • 5- A member of the Supervisory Committee may not abstain from voting nor delegate another member to vote on his behalf in his absence.

  • 6- The discussions and decisions of the Supervisory Committee shall be recorded in minutes signed by the President of the meeting and the attending members. A dissenting member may record his objection and reasons within the minutes of the meeting.

  • 7- The Supervisory Committee may - when necessary and in urgent cases as determined by the President - hold meetings and vote on decisions remotely using technological means. Decisions may be made by circulating among the members of the Supervisory Committee, and they shall sign to indicate that all members have been informed of them. A decision issued in this manner shall not be considered valid unless all members vote on it, and this decision shall be presented to the Supervisory Committee at the first subsequent meeting to be recorded in the minutes of the meeting.

  • 8- A member of the Supervisory Committee may not disclose any information he has come across - due to his membership - regarding the secrets of the center.

Article 8

  • The center shall have a General Director appointed by the Supervisory Committee from among the university staff or others, at a rank not less than (twelfth) or its equivalent, and he shall be responsible for managing the affairs of the center. His responsibilities are focused within the limits of the organization and what the Supervisory Committee decides, and he shall undertake the following competencies:

    • 1- Proposing the general policy related to the center, work plans, and programs that it follows to achieve its objectives, and submitting them to the Supervisory Committee, and following up on their implementation after approval by the Committee.

    • 2- Proposing the organizational structure of the center and submitting it to the Supervisory Committee.

    • 3- Supervising the workflow in the center, appointing employees, and overseeing them, in accordance with the approved regulations and within the limits of the powers delegated to him by the Supervisory Committee.

    • 4- Following up on the implementation of the decisions issued by the Supervisory Committee, as well as supervising the preparation of periodic reports on the center's work, plans, programs, achievements, and activities, and presenting them to the Supervisory Committee.

    • 5- Disbursing according to the allocations designated for the center, and taking all financial procedures, in accordance with the approved regulations and within the limits of the powers delegated to him by the Supervisory Committee.

    • 6- Signing agreements and contracts, after obtaining the approval of the Supervisory Committee, and in accordance with the applicable legal procedures.

    • 7- Seeking the assistance of experts and consultants and contracting with them, according to the needs of the center, and in accordance with the approved regulations.

    • 8- Representing the center before the judiciary, and with government agencies, institutions, and other bodies, as well as other entities inside and outside the Kingdom, and he has the authority to delegate others in this regard.

    • 9- Preparing reports on the center's work and achievements at the end of each fiscal year, and submitting them to the Supervisory Committee for consideration and approval.

    • 10- Any other task or authority assigned to him by the Supervisory Committee.

  • The director may delegate some of his tasks or powers to whomever he sees fit among the center's staff.

Article 9

  • The financial resources of the center consist of the following:

    • 1- The allocations designated for it within the university's budget.

    • 2- The financial compensation it receives for the works and services it provides within its jurisdiction, in accordance with what is approved by the Supervisory Committee.

    • 3- Any gifts, donations, grants, bequests, and endowments accepted by the Supervisory Committee, in accordance with the regulations governing that.

    • 4- Any other resource approved by the Supervisory Committee, provided it does not conflict with the laws and regulations.

Article 10

  • 1- All revenues of the center shall be deposited in the current account of the Ministry of Finance at the Saudi Central Bank.

  • 2- The center shall open an account for itself at the Saudi Central Bank, and it may open other accounts at any of the banks licensed to operate in the Kingdom, and withdrawals from these accounts shall be made in accordance with the allocations designated for it within the university's budget.

  • 3- The center shall be treated in terms of financial oversight in the same manner as the university.
