A. The term (Statute) wherever it appears in this Regulation means "Housing Support Statute" issued pursuant to Council of Ministers Decision No. (82) dated 5/3/1435 AH, and its subsequent amendments.
B. The following words and phrases – wherever they appear in this Regulation – shall have the meanings indicated opposite each of them unless the context requires otherwise:
Electronic Portal: The website established by the Ministry for the purpose of receiving and reviewing housing support applications, and communicating with applicants and beneficiaries.
Electronic Account: The electronic account created by the applicant on the electronic portal for the purpose of submitting a housing support application.
Committee: The Appeals Committee referred to in Article (Twenty-Three) of the Statute.
Points: The points granted to applicants to determine their priority in obtaining housing support or inclusion in the ownership track.
Priority Lists: The lists in which the applicant is included according to their priority in obtaining a specific type of housing support or inclusion in the ownership track.
Housing Project: A project that includes housing units or lands allocated to applicants in accordance with the provisions of the Statute and this Regulation.
Application: The application for obtaining housing support.
Monthly Income: The monthly average of financial amounts received by the applicant or the applicant and their family members listed in the application from any source of periodic income, whether monthly or annual, including wages for work in the public or private sector, including any regularly paid allowances, rental or investment income from assets, or otherwise.
Ownership Track: A housing support program in which the applicant who meets the eligibility conditions for housing support is included for the purpose of enabling them to obtain a specific type of housing support, or preparing them to own a supported residence from the Ministry or the private sector according to conditions and mechanisms determined by the Ministry.
Development Centers: Cities, governorates, or centers targeted by the state for economic, industrial, social, or educational development pursuant to approved development plans or programs.
C. Subject to paragraph (B) of this Article, the words and phrases used in this Regulation shall have the same meanings as those used in the Statute.
The conditions stipulated in this chapter must be met to submit an application for housing support.
A- It is a condition for the validity of submitting the housing support application on behalf of the family that it is submitted by:
1- The husband: If the family consists of only a husband and wife.
2- The husband: If the family consists of a husband, wife, and one or more of their children (unmarried males who have not exceeded the age of 25 years, or unmarried females).
3- The wife: If the family consists of a husband, wife, and one or more of their children (unmarried males who have not exceeded the age of 25 years, or unmarried females).
4- The father: If the family consists of a father and one or more of his children (unmarried males who have not exceeded the age of 25 years, or unmarried females).
5- The mother: If the family consists of a divorced mother whose divorce was at least one year ago and she has one or more children (unmarried males who have not exceeded the age of 25 years, or unmarried females).
6- The mother: If the family consists of a mother and one or more of her children (unmarried males who have not exceeded the age of 25 years, or unmarried females) and the father is deceased.
7- Siblings collectively: If the family consists of two or more siblings (unmarried males who have not exceeded the age of 25 years, or unmarried females) whose parents have passed away.
8- Siblings collectively: If the family consists of two or more siblings (unmarried males who have not exceeded the age of 25 years, or unmarried females) whose mother is not Saudi and is their sole provider, or their father is deceased.
9- The son: If the family consists of a son (not exceeding 25 years of age) and a non-Saudi mother who is his sole provider, or the father is deceased.
10- The daughter: If the family consists of a daughter (unmarried) and a non-Saudi mother who is her sole provider, or the father is deceased.
B- The father or husband may not submit a housing support application on behalf of his family members if the wife, mother, siblings collectively, son, or daughter have the right to apply on behalf of the same family members pursuant to subparagraphs (3), (5), (8), (9), and (10) of paragraph (A) of this article.
C- The applicant must include all family members in his application.
D- An individual who cannot be included within the groups stipulated in paragraph (A) of this article shall be considered as a family member if he belongs to one of the following categories:
1- A divorced woman whose divorce was at least one year ago or a widow regardless of their age, and those who have exceeded the age of 25 years without marriage.
2- A son (or daughter) whose parents have both passed away and who has not reached the age of 25 years.
3- A son (or daughter) with unknown parents who has not reached the age of 25 years.
4- A person over the age of 25 who suffers from a chronic disabling disease or persons with severe disabilities based on medical reports issued by the relevant authorities and accepted by the Ministry.
A- The applicant must be a Saudi national at the time of submitting the housing support application and until the housing support contract is signed for him. The family is considered Saudi for the purposes of the statute and this regulation if the applicant is Saudi.
B- If the applicant is a wife, her husband must waive his right to the housing support in her favor.
If the housing support claim is submitted by the husband or the father, his age must not be less than (20) years at the time of submitting the claim.
This condition does not apply if the applicant is the wife, mother, siblings collectively, son, daughter, or the person who assumes the status of the family according to the provisions of paragraph (D) of Article Three of the Regulation.
The family must be residing in the Kingdom at the time of submitting the housing support application and until the housing support contract is signed.
The family is considered residing in the Kingdom in the following cases:
1- If the applicant's period of residence outside the Kingdom does not exceed one full consecutive year before submitting the housing support application within the five years preceding the application date.
2- If the applicant's period of residence outside the Kingdom does not exceed one full consecutive year during the period from the application date until the time of evaluation conducted periodically by the Ministry to verify the continued availability of the housing support eligibility conditions stipulated in Article (Six) of the statute.
Periods spent by the applicant outside the Kingdom for any of the following purposes shall not be counted within the period of residence outside the Kingdom for the purposes of applying this article:
A- Working for a Saudi government entity.
B- Study or training.
C- Medical treatment.
D- Other purposes accepted by the Ministry.
The applicant to whom any of these cases apply must submit certified documents accepted by the Ministry proving the applicable case.
A. The applicant or any of his family members must not have previously benefited from a government or private Sakani support program for the purpose of owning a residence.
B. The applicant or any of his family members listed in the application shall be considered to have benefited from a government or private Sakani support program for the purpose of owning a residence in any of the following cases:
1- If they have started benefiting from the program. This includes having obtained the housing loan or financing or part of it, even if they have not yet owned a residence.
2- If they have submitted an application to benefit from the program and their application is under review by the program provider or their application has been placed on the program's waiting list, except for housing loan applications previously submitted by the applicant or any of his family members to the Real Estate Development Fund and assigned a number before 23/7/1432 AH, provided that Article (Nineteen) of this regulation applies to them.
3- If they meet the eligibility criteria for the program and have the option to apply for it, unless they have committed not to submit an application to benefit from it and have waived their right to benefit from the program according to the form determined by the Ministry of Housing in coordination with the program provider.
