The following words and phrases - wherever they appear in this regulation - mean the meanings shown in front of each of them, unless the context requires otherwise:
Law: Law of Measurement and Calibration, issued by Royal Decree No. (M/79) dated 1446/3/6 AH.
Regulation: Implementing Regulation of the Law of Measurement and Calibration.
Authority: Saudi Standards, Metrology and Quality Organization.
Governor: Governor of the Authority.
Center: National Center for Measurement and Calibration.
Licensing Authority: A committee formed in the Authority by a decision of the Governor or his delegate, assigned with the tasks of licensing metrological supervision entities.
Inspector: Appointed by a decision of the Council to detect violations of the provisions of the law, regulation, and technical documents.
Licensed Entity: An entity licensed by the Licensing Authority to perform initial verification, periodic verification, post-maintenance verification, or self-verification.
Consumer: A natural or legal person seeking to obtain a product or service to satisfy non-professional, non-craft, or non-commercial needs, or is dealt with or contracted with in this regard.
Maintenance Entity: An entity licensed by the Licensing Authority to modify, repair, or maintain measuring instruments.
Specification: A document that sets rules, instructions, or characteristics for related products, processes, and production methods, and compliance with it is not mandatory.
Metrological Marks: Marks placed on measuring instruments subject to metrological supervision to indicate their compliance or non-compliance with the requirements of the law, regulation, and technical documents.
Protection Mark: A mark placed on measuring instruments indicating compliance with verification requirements and protecting parts from modification.
Distinctive Mark: A badge or symbol used by entities licensed by the Licensing Authority to indicate them or the services provided by them.
Special Marks: Marks that indicate the specifications of pre-packaged tools or products and the data of the manufacturer, importer, authorized representative, or distributor.
Category of Measuring Instruments: A specific group of measuring instruments according to unique metrological and technical characteristics including the measured quantity, measurement range, and measurement method.
Type Approval: Aims to acknowledge that a model of a measuring instrument meets the statutory requirements.
Initial Verification: Verification conducted on new measuring instruments before permission for use, to ensure compliance with type approval.
Periodic Verification: Verification conducted on measuring instruments in use, periodically and at specified intervals, to ensure their legal calibration characteristics, and subjecting instruments that do not meet legal conditions to maintenance or prohibiting their use when necessary.
Post-Maintenance Verification: Verification conducted on measuring instruments that have been maintained or repaired before permission for use.
Self-Verification: Verification conducted independently on new measuring instruments by the manufacturer, authorized representative, importer, or distributor, replacing initial verification, and on instruments in use by the user, replacing periodic verification or post-maintenance verification after being licensed to operate as a self-verification entity.
Data Plate: A non-removable or non-deteriorating plate affixed to measuring instruments containing the following data:
- Name of the manufacturer or its trademark.
- Serial number of the device and year of manufacture.
- Mark or number of type approval.
The following measuring instruments are subject to metrological supervision:
1- Measuring instruments used in commercial transactions.
2- Measuring instruments used in the field of consumer health and safety.
3- Measuring instruments used in the field of the environment.
4- Measuring instruments that are displayed in the market and put into use, taking into account their impact on consumer protection.
5- Every measuring instrument whose field of use is determined by regulations and laws issued in the Kingdom.
The economic operator or user bears the costs of the metrological supervision inspections stipulated in the technical documents.
The Authority may delegate any licensed entity to carry out metrological supervision activities or part thereof on a specific category of measuring instruments, provided that it is accepted in accordance with regulations issued by the Authority and approved by the Governor.
1- The technical documents specify the legal requirements related to them, which are:
A- The metrological requirements that specify the metrological characteristics of measuring instruments and pre-packaged products, especially the various maximum permissible errors.
B- The technical requirements that specify the essential and general characteristics and the method of manufacturing the measuring instrument.
C- The administrative procedures that specify the characteristics of the measuring instrument and the methods of inspecting the instrument.
2- The technical documents specify the rules for the use, installation, maintenance, or verification of certain measuring instruments belonging to the same category.
3- The technical documents specify the verification means and standards that must be available to conduct metrological supervision tests on measuring instruments belonging to the same category.
4- The technical documents specify the metrological supervision activities to which measuring instruments belonging to the same category are subject.
5- The authority prepares the procedures for conducting metrological supervision activities in their forms according to the specifications and internationally accepted recommendations or practices in this field.
1- The approval of the model aims to demonstrate that the measuring instruments manufactured according to this model meet the technical and metrological requirements specified in the technical documents and international specifications or recommendations related to this category of instruments, and to accept instruments that conform to the same model during the initial verification.
2- The model approval includes the measuring instruments themselves or their essential parts or complementary or derivative parts.
3- Measuring instruments subject to metrological supervision activities must conform to a model approved by the licensing authority.
4- Measuring instruments intended for export or instruments not subject to metrological supervision are not subject to model approval.
