Mechanism for Rectifying the Status of Licensees to Practice Travel and Tourism Services Activities

The mechanism aims to regulate the procedures for regularizing the status of licensees authorized to engage in the travel and tourism services activity pursuant to the Travel and Tourism Services Regulation, issued by Ministerial Decision No. (2290) dated 19/5/1444 AH, in accordance with the provisions of the Amended Travel and Tourism Services Regulation, and to ensure the adjustment of the category of the licenses previously issued to them within the period specified therefor.

First: The Period for Rectifying the Status of Licensees

Licensees engaged in travel and tourism services activities must adjust the status of their licenses within a period not exceeding (180) days from the effective date of the amended Travel and Tourism Services Regulation, and this period shall expire upon the expiry of its term or the expiration of any of the licenses, whichever occurs first.

Second: Procedures for Regularizing Status

  • 1‏- Amendment of the License Category:

  • The categories of (Travel and Tourism Agency) and (General Travel and Tourism Services) shall remain unchanged, and the license category for the remaining travel and tourism services categories shall be amended as follows:

    • A- The (Hospitality Units Booking) category; the license category shall be amended to the (Travel and Tourism Agency) category.
    • B- The (Tourist Trip Organization) category; the license category shall be amended to the (General Travel and Tourism Services) category.
    • C- Licensees holding more than one license in multiple categories; the categories shall be amended by consolidating the licenses into one license under the (General Travel and Tourism Services) category, except for licensees holding more than one license solely under the (Hospitality Units Booking) and (Travel and Tourism Agency) categories, in which case the categories shall be amended by consolidating the licenses into one license under the (Travel and Tourism Agency) category.
    • The amendment of any of the above-mentioned license categories for valid licenses shall not entail the payment of any financial consideration or any change to the date of their validity.
  • 2‏- Fulfillment of Requirements:

  • Licensees shall fulfill the new requirements and apply to the Ministry before the expiry of the correction period to verify compliance with the requirements as follows:

    • A- Updating the activities in the Commercial Register to add the activities required for the new license category.
    • B- Providing a financial guarantee, a valid insurance policy, or both, according to the new license category and the services provided.

Third: Expiry of the Rectification Period

After the expiry of the correction period, the Ministry shall impose penalties for any violation in accordance with the Schedule and Rules for Violations and Penalties applicable to tourism activities.
