  • Minister of Culture Decision No. (1750/Q) dated 09/03/1447 AH

  • The Minister of Culture, based on the powers granted to him by law, and pursuant to paragraph (8) of Article (6) of the Cultural Commissions Regulations approved by the Council of Ministers Decision No. (1012) dated 27/11/1445 AH, and after reviewing the Board of Directors' decision of the Architecture and Design Commission No. Q-8-T/25 (A.D.C), the Board of Directors' decision of the Visual Arts Commission No. Q-2-T/25 (V.A.C), the Board of Directors' decision of the Culinary Arts Commission No. Q-1-T/25 (C.A.C), the Board of Directors' decision of the Music Commission No. Q-01-T/25 (M.C), the Board of Directors' decision of the Film Commission No. Q-3-T/25 (F.C), the Board of Directors' decision of the Literature, Publishing, and Translation Commission No. Q-1-T/25 (L.P.T.C), the Board of Directors' decision of the Museums Commission No. Q-1-T/25 (M.C), the Board of Directors' decision of the Heritage Commission No. Q-1-T/25 (H.C), the Board of Directors' decision of the Fashion Commission No. Q-1-T/25 (F.C), the Board of Directors' decision of the Libraries Commission No. Q-1-T/25 (L.C), and the Board of Directors' decision of the Theater and Performing Arts Commission No. (Decision 2/2 T.P.A/2025).

  • It is decided as follows:

    • First: Approval of the licensing regulations for the cultural commissions in the attached format.

    • Second: This decision cancels any previous decisions that conflict with it, and it shall be communicated to those concerned for adoption, implementation, and enforcement accordingly.

    • Third: The provisions of these regulations shall come into effect ninety days after their publication in the Official Gazette.

Article 1: Definitions

Article 2: Objectives of the Regulation

  • This Regulation aims to regulate the mechanism for obtaining licenses of cultural activities, determine their procedures, the obligations arising from them, and regulate the supervision and monitoring of cultural activities.

Article 3: Scope of Application of the Regulation

  • Provisions of the Regulation shall apply to those practicing cultural activities.

Article 4: Issuance of Licenses

  • The Commission shall issue, amend, renew or cancel licenses for relevant cultural activities in accordance with the provisions of the Regulation and the Licensing Rules.

Article 5: Licensing Requirements

  • To practice any cultural activity, it is required to obtain a license for the activity from the Commission in accordance with the provisions of this Regulation and the Licensing Rules.

Article 6: Roles of the Commission

  • The Commission shall undertake the following:

    • 1. Prepare Licensing Rules and submit them to the Ministry for approval.

    • 2. study applications for the issuance, amendment, cancellation, or renewal of licenses within its competency and decide upon them by acceptance or rejection with reasoning such decision within a maximum period of thirty days.

    • 3. Take necessary measures against violators of the provisions of this Regulation and the Licensing Rules.

      4. study complaints from licenses applicants and Licensees and decide upon them in accordance with what it deems appropriate in light of its Competency.

      5. Respond to inquiries received from the call center regarding licenses.

Article 7: Obligations of the Licensee

  • The Licensee shall:

    • 1. Comply with the provisions of the Regulation, Licensing Rules, laws and regulation applicable in the Kingdom.

      2. Refrain from harming natural or legal persons in any way.

      3. Refrain from committing any act that may disrupt public order or public morals.

      4. Refrain from the use of the Commission's logo without obtaining prior written consent from the Commission.

      5. Display the unified electronic code in a clear and continuous manner, if there is an site to practice the licensed activity.

      6. Take all security and safety measures approved by the competent authorities in accordance with the relevant laws, if there is an site to practice the licensed activity.

      7. Cooperate with the competent inspectors and supervisors and provide them with necessary support to carry out their tasks.

      8. Ensure that all their legal documents are valid.

      9. Comply with the instructions and circulars issued by the Commission.
