It is a condition for the establishment to obtain a license to practice mediation activity in freight transport to fulfill the following requirements:

• 2- A valid commercial register for the establishment that includes the mediation activity in freight transport.

• The necessary period to amend the status:

  • Licensed entities (before the regulation comes into effect): Nine months from the effective date regarding the activity title in the commercial register
  • Licensed entities (after the regulation comes into effect): Nine months from the effective date regarding the activity title in the commercial register

The service provider shall comply with the following operational conditions:

• 3- Obtaining an official authorization from the beneficiary - if necessary - to complete all necessary procedures as their representative.

  • Licensed after the regulation’s enforcement: ---

• 4- Retaining all documents related to the goods and mediation operations, ensuring the rights of all parties as applicable, for no less than (3) years. Retention of documents may be electronic.

  • Licensed after the regulation’s enforcement: ---

• 5- Maintaining the safety of the transported goods and delivering them to their destination according to the date specified in the shipping contract.

• 6- Limiting any contracting with carriers to those licensed by the Authority or the relevant authorities as applicable, and it is permissible to contract with another service provider as a carrier.

  • Licensed after the regulation’s enforcement: ---

• 7- In the case of land transport of goods, limiting any contract for transporting goods by foreign trucks to transporting goods to the country of registration or to a third country, after the truck obtains a permit from the Authority.

  • Licensed after the regulation’s enforcement: ---

• 8- Obtaining the Authority’s prior approval when changing the headquarters or making amendments to the legal entity of the establishment, except for service providers engaged in electronic mediation in freight transport.

  • Licensed before the regulation’s enforcement: three months from the date of enforcement
  • Licensed after the regulation’s enforcement: ---

• 12- Linking all licenses issued by the Authority with the Saudi Business Center, and placing the unified electronic code in a visible place for beneficiaries at the center and in the technical system as applicable.

  • Licensed before the regulation’s enforcement: six months from the date of enforcement.
  • Licensed after the regulation’s enforcement: six months from the date of enforcement

The service provider must issue a shipping document for each shipment according to the form and issuance mechanism determined by the Authority.

The deadline for adjusting the status:

7- The service provider shall comply with the following:

• 7/A- Establish a specific policy for providing the service, which shall include the service provider's dealings with beneficiaries and carriers and their complaints (such as delay, error in transfer, loss, misplacement, or damage of goods and the resulting compensations), provided that the beneficiary and the carrier are informed of this policy and their approval is obtained.
