Article 1: Definitions
The following terms are intended to have the meanings specified next to each, unless the text indicates otherwise.
1- Ministry: Ministry of Transport.
2- Ship: Any floating vessel used in transfer operations according to internationally applicable regulations.
3- Floating Units:
A- Fishing Boats: These are floating vessels used for the purpose of fishing for fish and other aquatic life that are permitted to be caught.
B- Recreational Boats: These are floating vessels used for recreational purposes.
C- Cranes and Dredgers: These are heavy floating equipment used for lifting loads within the port and for excavation and exploration operations.
D- Service Units: These are mechanically operated floating vessels that operate within the limits of the port and territorial waters.
E- Barges and Vessels: These are non-mechanically operated floating vessels that are towed by other floating units, designated for transporting goods from ships that do not dock at the port's berths.
F- Sailing or Rowing Boats: These are non-mechanically operated floating vessels used for recreation or fishing.
4- Ship Registration Certificate: A document issued by the Ministry that proves the ownership of the ship, its nationality, and its unique name that distinguishes it from others.
5- Safety Certificate: A document issued by the Ministry or accredited international classification bodies in the Kingdom authorized by the Ministry, certifying the ship's fitness and its equipment, as well as the availability of safety measures, in accordance with international agreements and applicable regulations.
6- Navigation License for the Ship: A document issued by the Ministry certifying the ship's fitness for navigation, following the inspection and examination of the ship and ensuring compliance with the conditions of treaties and international agreements.
7- Ship Deletion Certificate: A document issued by the Ministry certifying the deletion of the ship from the ship registry in the Kingdom.
8- Temporary Ship Registration Certificate: A document issued by the Ministry certifying the ownership of the ship, its nationality, and its name for a specified period.
9- Ship Mortgage Registration: The registration and declaration of the mortgage in the ship registry and in its registration certificate by the Ministry.
10- Service Record for Ship Crew: A document issued by the Ministry certifying the identity of the ship's crew members, their professions, and their maritime services.
11- License to Conduct Maritime Transport Activities: A document issued by the Ministry to conduct transport activities using ships.
12- License to Sell Passenger Travel Tickets on the Ship: A document issued by the Ministry authorizing the sale of passenger travel tickets on the ship.
13- Ship Inspector (Surveyor) Card: A document issued by the Ministry granting the holder access to the ship for inspection and examination operations.
14- Title Deed: A document issued by the Ministry to prove ownership of floating units exempt from registration in the ship registry, certifying the ownership, nationality, and name of the floating unit.
15- Work License: A document issued by the Ministry for the floating unit certifying its fitness for operation and navigation under the conditions specified in that document.
