Rules Regulating the Insurance of Official Mobile Telephone Service

The official mobile telephone service is provided in accordance with the following rules:

First

 A single mobile phone service is provided with the capability of domestic and international calls, international roaming, and other features, for ministers and those of their rank, as well as for deputy ministers and holders of the excellent rank and those equivalent to them, both civilians and military personnel.

Secondly

A single mobile phone service is provided with the capability of domestic and international calls, international roaming, and other features for the agents of the ministries and for those holding the fifteenth rank, as well as for military personnel in similar positions, and for the directors of the ministers' offices, unless this service has already been provided to them, as determined by the Minister or the head of the Independent Government Agency.

 

Thirdly

 A limited mobile telephone service is provided - such as family mobile or individual and group calling service (press and talk) - with the feature of internal calling to specific official phone numbers, for those whose field work necessitates urgent and continuous communication with those official phones. Additionally, data transfer service is provided for those whose work nature requires it, after obtaining the approval of the competent Minister or the head of the independent government agency based on the recommendation of a committee formed for this purpose within the government agency, and to the narrowest extent according to the actual work needs, provided that the government agency bears the cost of the device not exceeding five hundred riyals.

Fourthly

Requests for securing mobile telephone services for categories other than those mentioned above shall be submitted to the Central Committee for Official Telephones established by the Council of Ministers Resolution No. (240) dated 10/4/1390 AH, provided that these requests include the justifications supporting the claim and that the provision of such service or additional features is limited to the minimum necessary according to the actual work requirements.

Fifthly

The competent Minister or the head of the independent government agency addresses the Ministry of Communications and Information Technology regarding the claims referred to in item (Fourth) of these regulations. 

Sixthly

 The Government Agency shall bear the dues arising from the mobile phone service provided to the categories mentioned above. 

Seventh

 The individual who has been provided with mobile telephone service from the categories mentioned in items (First), (Second), and (Fourth) shall bear the cost of the device.

 

 

Eighth

 These rules annul any provisions that conflict with them.
