Royal Decree No. (M/15) dated 27/1/1443 AH
By the grace of Allah Almighty
We, Salman bin Abdulaziz Al Saud
King of the Kingdom of Saudi Arabia
Based on Article (Seventy) of the Basic Law of Governance, issued by Royal Order No. (A/90) dated 27/8/1412 AH.
Based on Article (Twenty) of the Council of Ministers Law, issued by Royal Order No. (A/13) dated 3/3/1414 AH.
Based on Articles (Seventeen) and (Eighteen) of the Shura Council Law, issued by Royal Order No. (A/91) dated 27/8/1412 AH.
After reviewing the Shura Council decisions No. (58/336) dated 12/2/1442 AH, and No. (27/143) dated 15/9/1442 AH.
After reviewing the Council of Ministers decision No. (73) dated 23/1/1443 AH.
We decree the following:
First: Approval of the Enforcement Law before the Board of Grievances, in the attached form.
Second: The Administrative Judicial Council shall determine the date of implementation of the law - referred to in item (First) of this decree - provided that it shall be implemented - in all cases - within a period not exceeding (two years) from the date of its publication in the Official Gazette.
Third: The enforcement departments - formed pursuant to the provisions of the law referred to in item (First) of this decree - shall execute the decisions or orders of the semi-judicial committees exempted, in which the administrative authority is a party.
Fourth: It is incumbent upon His Highness the Deputy Prime Minister, the Ministers, and the heads of the concerned independent bodies - each within his jurisdiction - to implement this decree.

The Council of Ministers
After reviewing the correspondence received from the Royal Court No. 56218 dated 29/9/1442 AH, including the letter of His Excellency the President of the Board of Grievances No. 40/1/40/61906 dated 29/2/1440 AH, regarding the draft Enforcement Law before the Board of Grievances.
After reviewing the aforementioned draft law.
After reviewing item (Second) of Royal Decree No. (M/53) dated 13/8/1433 AH.
After reviewing minutes No. (918) dated 8/7/1441 AH, and No. (338) dated 29/5/1442 AH, and memoranda No. (509) dated 8/7/1441 AH, No. (1106) dated 9/12/1441 AH, No. (1205) dated 19/7/1442 AH, and No. (2131) dated 25/11/1442 AH, prepared by the Bureau of Experts at the Council of Ministers.
After reviewing the recommendation prepared by the Council of Economic and Development Affairs No. (16-49/42/D) dated 19/12/1442 AH.
After considering the Shura Council decisions No. (336/58) dated 12/2/1442 AH, and No. (143/27) dated 15/9/1442 AH.
After reviewing the recommendation of the General Committee of the Council of Ministers No. (546) dated 16/1/1443 AH.
Decides the following:
First: Approval of the Enforcement Law before the Board of Grievances, in the attached form.
Second: The Administrative Judicial Council shall determine the date of implementation of the law - referred to in item (First) of this decision - provided that it shall be implemented - in all cases - within a period not exceeding (two years) from the date of its publication in the Official Gazette.
Third: The enforcement departments - formed pursuant to the provisions of the law referred to in item (First) of this decision - shall execute the decisions or orders of the semi-judicial committees exempted, in which the administrative authority is a party.
A draft Royal Decree has been prepared accordingly, its text is attached hereto.
Fourth: Judicial, administrative, and technical positions necessary for the operation of the administrative courts and enforcement departments shall be created, and the necessary funds for their tasks, including construction, buildings, and technical infrastructure costs, shall be approved in coordination between the Board of Grievances and the Ministry of Finance.
