The regulation to invest land allocated to sports clubs

Article 1

  • In the application of the provisions of this Regulation, the phrases and words listed below indicate the interpretation, concept, and meaning specified next to them, unless the text explicitly states otherwise or the context requires a different interpretation. The reference to the singular applies to the plural, and vice versa:

  • The Kingdom: The Kingdom of Saudi Arabia.

  • The Authority: The General Panel for Sports.

  • The Regulation: The Regulation for the Investment of Lands Allocated for Sports Clubs.

  • The Committee: The Investment Committee formed in the sports club.

  • The General Administration for Investment: The General Administration for Investment at the Authority or its representative.

  • The Club: A sports entity with legal personality that is supported financially and morally by the state to achieve its objectives in accordance with the regulations of the International Olympic Committee and the continental and international federations.

  • The Board of Directors: The Board of Directors of the club.

  • The Chief Executive Officer: The person responsible for the daily management of the club and managing its affairs before the Board of Directors, who works full-time.

  • The Investor: An individual or entity wishing to invest in the field of sports.

  • The Bid: The offer submitted in the bidding process for the purpose of competition in accordance with the procedures stipulated in the Regulation.

  • The Electronic Platform: The electronic platform designated for receiving investment requests from sports clubs.

Chapter 1: Fundamental Principles

Article 2

  • The purpose of this Regulation is to:

  • 1- Achieve financial returns for sports clubs that assist them in achieving their objectives.

  • 2- Organize the investment procedures undertaken by sports clubs.

  • 3- Achieve the highest levels of financial efficiency for sports clubs to obtain investment opportunities at fair competitive prices.

  • 4- Enhance integrity and competition and provide fair treatment for investors; in realization of the principle of equal opportunities.

  • 5- Achieve transparency in all stages of the investment procedures of sports clubs.

Article 3

The club has the right to invest its facilities and the lands allocated to it, and to contract with institutions and companies licensed to carry out the work that falls within the scope of the executed activities, in accordance with the provisions of these regulations and the governing systems.

Article 4

Previous Amendments

In each club, an Investment Committee is formed consisting of five members, three from the club's Board of Directors and two with expertise in the field of investment. The formation is issued by a decision from the club's Board of Directors, which specifies the committee's chairperson and rapporteur. The formation decision is submitted to the authority for approval. The committee is responsible for exploring investment opportunities for the vacant and available spaces within the club or its boundaries, and studying the aspects of their investment.

Article 5

Previous Amendments

The Committee holds its meetings at the club's headquarters, and the presence of the majority of its members is required for the validity of the meeting, provided that an expert in the investment field is among those present. Decisions are made by a majority of those present, and in the event of a tie, the vote of the Committee Chair is decisive. Minutes are prepared for each meeting, documenting its discussions and recommendations, and are signed by the attending members. The recommendation is then submitted to the club's CEO for consideration, and upon approval, the meeting minutes are sent to the authority for ratification.

Article 6

The name of the club, its logos, or its registered trademarks may not be used or exploited in media, commercial, or industrial activities except after obtaining an agreement with it and receiving written approval for that.

Article 7

The club may entrust a specialized company with the management of its investments, provided that investment opportunities are announced through a public bidding process in accordance with the mechanism stipulated in the regulation.

Chapter 2: Submission of Bids and Opening of Envelopes

Article 8

Previous Amendments
  • The club must consider the following when embarking on any investment activity:

  • 1- The nature of the proposed project must align with the club's objectives and not conflict with the regulations in force in the Kingdom.

  • 2- The type of investment must not affect the club's current and future facilities.

  • 3- The investment must be in one of the activities approved by the club's CEO after obtaining the approval of the authority.

  • 4- Obtaining the approval of the relevant authorities for the license of the activity.

  • 5- No construction is allowed on the fields and areas designated for sports activities.

  • 6- Submit the investment plan, including the required area, to the authority for appropriation.
