The following terms and phrases, wherever stated in this Regulation, must have the meanings set forth therein unless the context requires otherwise:
1 Authority Transport General Authority or one of its branches.
2 Municipality District municipality affiliated to the (ministry of municipal and rural affairs)
3 Establishment Each legal entity (Company) or sole corporation.
4 Activity Truck parking yards operation.
5 Licensing A document issued by the Authority approving the establishment to practice the activity in accordance with the provisions of this Regulation.
6 Licensee The establishment that has a license to practice truck parking yards operation from the Authority.
7 Truck parking yards Parking allocated for trucks with basic services and any optional services according to the level of parking classification in line with the provisions of this Regulation.
8 Truck Each single unit truck, or a single unit truck towing a trailer, a tractor unit towing Semi-trailer, or any other configuration that is permitted to transport goods on roads.
9 Hazard Area Sites that contain petroleum products or their fumes included tanks, pumps, ventilation pipes and trucks loaded with hazardous materials.
10 Hazardous Substances Any simple, composite, mixed or waste materials, whether natural or manufactured that poses a risk to the environment or to any of its components and to the safety of living organisms due to its toxicity, its ability of ignition, explosion or corrosion, or any solid, liquid or gaseous substance classified as hazardous substances in accordance with the provisions of international conventions.
11 Service Observer The person or body entrusted to inspect and control violations to ensure compliance with the provisions of this Regulation and take the necessary procedure in the event of breach of any of them.
12 Fees Fees for the services received by the licensee for the provided services.
13 Financial due The financial resources allocated to the Authority in respect of the licenses issued by it or its other provided services.
14 Financial fines Fines - required to be fulfilled upon violating any of the provisions of this Regulation.
15 Seizure Minutes Record of Evidence A paper or electronic form, which is issued by the Service Observer and includes violations committed by the licensee of the provisions of this Regulation.
16 Specifications Saudi, GCC and international standards.
17 Saudi Standard Specifications Specifications issued by the Saudi Standards, Metrology and Quality Organization
18 Regional Roads Roads implemented and supervised by the Ministry of Transport (fast, Ring, two-way, one-way, main, secondary, subsidiary or service roads).

20 Regulation The Regulation of the Truck parking yards Operation
Validity:
1. The provisions of this Regulation must apply to truck parking yards operation.
2. The operation of truck parking yards must be limited to the establishments only.
3. The activity must not be practiced without obtaining a license or after its expiry or cancellation or during the period of its suspension.
The following is required at the site:
1. The site must be outside the boarders of the urban development of the urban area and within the boundary of development protection except for category (C), otherwise, the approval of the Authority and the concerned bodies must be taken.
2. The site must be on a regional road leads to the entrances of the city.
3. The entrance gate must be completely separated from the road right-of-way , and the roads connected to the site in the entry and exit processes must be separated and with not less than two lanes, taking into account providing a deceleration lane and -acceleration lane in the processes of entry and exit to these roads according to design schemes approved by the Ministry of Transport, so that the process of entry and exit of trucks to and from the roads is safe and easy.
4. The site must not be next to the bridges of valleys, high voltage lines, water sources and vital sites.
5. The site must be far from the areas inside the valleys and must not affect the streams of floods and rains.
6. The truck parking yards design must be approved by the municipality.
The following must be required in the design of truck parking yards:
1. Smooth flow of trucks movement inside the site and during the entry and exit from and to the site.
2. The fuel station must be far away from the public buildings and from the boarders of spaces allocated for truck parking spots according to the specified distances.
The basic and optional services allowed in the truck parking yards must be appropriate with the area of truck parking yards, provided that they must be separate from the truck parking spots and must be integrated with each other in accordance with safety requirements and general site requirements issued in accordance with the guides
