Regulations on the Fees for Measurement and Calibration Services

Article 1

1- The titles and phrases below - when applying this Regulation - shall have the meanings and implications indicated next to their notes, unless the context of the text requires otherwise.
2- The terms and definitions contained in the Measurement and Calibration System and in the Implementing Regulation and its technical annexes related to the technical requirements for types of measuring devices are an integral part of this Regulation.

Article 2

This Regulation specifies the following costs:
A- Costs of services provided by the National Center for Assessment.
B- Costs of services from accredited verification entities.
C- Costs of metrological supervision and metrological markings.

Article 3

1- The costs mentioned in Article (2) do not include the costs of transporting certain standards used that require special transport procedures for the inspection and calibration of measuring devices, as well as other costs stipulated in accordance with the procedures issued by the Appropriation authority.
2- Taxes imposed under any applicable regulations in the Kingdom shall be added to the costs mentioned in Article (2) of this Regulation.
3- The costs of technicians related to travel, tickets, accommodation, and other expenses incurred during initial verification operations outside the Kingdom shall be added to the costs mentioned in Article (2).
4- The costs for studying import files of measuring devices not subject to legal metrological control shall be 100 Riyals for each file.

Article 4

1- The costs of verification services and metrological supervision for measuring devices shall be according to Table No. (1).
2- The costs of verification services and metrological supervision for the verification of measuring devices not mentioned in Table No. (1) shall be calculated at (300) Riyals per hour of work, and any part of an hour shall be considered a full hour.
3- The costs of verification services and metrological supervision for verification after maintenance of measuring devices shall be double the costs of periodic verification.
4- The costs of calibration services provided by the National Center shall be according to Table No. (2).
5- The costs of calibration services provided by the National Center, not listed in Table No. (2), shall be calculated at (200) Riyals per hour of work, and any part of an hour shall be considered a full hour.
6- In the case of conducting initial verification, periodic verification, or verification after maintenance on a representative sample from a batch of measuring devices, the verification costs stated in this Regulation shall be charged for all measuring devices in that batch.
7- If the importer or manufacturer requests initial verification after the installation of measuring devices at the user's site, the costs shall be the same as the costs of periodic verification.
8- If the subscriber requests verification for an electric meter, the costs shall be (150) Riyals.
9- If the owner of the user fails to submit a request for renewal of the verification on time, the expiration date of the new verification shall be calculated from the expiration date of the previous verification.
10- If a request for periodic verification of measuring devices (new or transferred) is submitted after conducting periodic verification, the costs shall be calculated based on the remaining validity period of the periodic verification labels for the measuring devices.
11- The costs of metrological supervision and metrological markings are included within the verification costs.

Article 5

  • 1- The costs of the Appropriation authority in receiving and studying the claims submitted by the manufacturer or importer are determined based on (5,000) Riyals for each model to obtain the model approval certificate, to which the following service costs are added:

    • A- The costs of specialists related to travel, airfare, accommodation, and other expenses.

    • B- The costs of transporting and testing samples taken from the manufacturer or markets to the laboratories designated by the Appropriation authority.

    • C- The costs of examining and testing samples in the center's laboratories.

  • 2- The manufacturer or supplier shall bear all costs incurred for model approval tests in the event that they do not provide a model approval certificate, whether these tests are conducted inside or outside the Kingdom. These tests shall be carried out at entities designated by the Appropriation authority, in addition to the costs mentioned in this regulation.

Article 6

If the personnel of the verification authority arrive at the verification or calibration site, and the requested service cannot be provided due to any excuse from the service requester, or due to the unavailability of measuring devices for any reason, an additional (25%) of the total value of the verification or calibration costs paid by the service requester will be added, and the verification authority will collect these costs in full.

Article 7

1- The costs of the Appropriation Authority for receiving and reviewing the files submitted by the verification entities are (2000) Riyals.
2- The costs of the Appropriation Authority for the subsequent evaluation process for the purpose of renewal are (2000) Riyals annually.
3- In the event that a verification entity fails to apply for the renewal of its acceptance as a verification entity by the specified deadline, the costs incurred for the period of its failure to apply will be collected.
4- The costs of the Appropriation Authority for receiving and reviewing the files submitted for the licensing of maintenance entities are (1000) Riyals.
5- The costs of the Appropriation Authority for the subsequent evaluation process for the purpose of renewing the licenses of maintenance entities are (1000) Riyals annually.

Article 8

The Authority shall review the costs stated in this Regulation annually, or whenever necessary by a decision from the Governor of the Authority.

Article 9

This regulation replaces the regulation of fees issued by the Board of Directors of the Authority under Resolution No. (170) dated 21/07/1440 AH, corresponding to 28/03/2019 AD.
