Statute of the National Center for Complementary and Alternative Medicine

Article 1

Under this Statute, a center named the National Center for Complementary and Alternative Medicine (referred to herein as the Center) shall be established. It shall directly report to the Minister of Health and shall serve as the national reference on all activities relating to complementary and alternative medicine.

Article 2

The Center shall be headquartered in the city of Riyadh, and it may establish branches and offices within the Kingdom.

Article 3

The Center aims at setting rules and standards for practicing complementary and alternative medicine, and documenting scientific research and data relating thereto and developing such research, especially Islamic and Arab medicine.

Article 4

The Center may seek the assistance of experts in the field of complementary and alternative medicine from within the Kingdom and abroad.

Article 5

The Center shall assume the following duties:
1. Setting principles, standards, conditions and rules for practicing complementary and alternative medicine.
2. Developing manuals and procedures for alternative and complementary medicine.
3. Setting appropriate rules, standards, and mechanism for documenting scientific research and data relating to complementary and alternative medicine, especially Islamic and Arab medicine.
4. Conducting surveys, studies, and research on complementary and alternative medicine.
5. Issuing licenses for practicing complementary and alternative medicine.
6. Participating in determining the fees charged by practitioners of complementary and alternative medicine according to experience, qualification, and service rendered.
7. Monitoring and assessing activities of individuals and institutions licensed to practice complementary and alternative medicine.
8. Establishing a database for complementary and alternative medicine.
9. Issuing scientific reports, bulletins, and periodicals, and holding symposia and conferences in the field of complementary and alternative medicine.
10. Providing the community with awareness and educational programs in the field of complementary and alternative medicine.
11. Providing courses, qualification programs, and continuing education and training programs for persons engaged in activities relating to complementary and alternative medicine.
12. Cooperating and coordinating with various health, educational, and research entities in the field of complementary and alternative medicine within the Kingdom or abroad.
13. Issuing a journal specialized in complementary and alternative medicine.
14. Proposing the annual budget for recruitment and for providing the necessary equipment, instruments, supplies, and furniture.
15. Carrying out any other tasks assigned thereto that fall within its jurisdiction.

Article 6

An advisory committee comprising officials, specialists, or persons concerned with complementary and alternative medicine shall be formed pursuant to a decision by the Minister of Health. The formation decision shall designate the committee’s chairman who shall serve for a term of three renewable years. The committee shall comprise representatives from the following entities:
1. Presidency of the National Guard (Health Affairs).
2. Ministry of Defense and Aviation (General Directorate of Medical Services in the Armed Forces).
3. Ministry of Interior (General Directorate of Medical Services).
4. Ministry of Higher Education.
5. Ministry of Health.
6. King Faisal Specialist Hospital and Research Center.
7. Saudi Food and Drug Authority.
8. Saudi Commission for Health Specialties.
9. Private sector.

Article 7

The Advisory Committee shall have the power to provide advice on the following:
1. The Center's general policy.
2. Principles, standards, conditions, and rules for practicing complementary and alternative medicine.
3. Manuals and procedures relating to complementary and alternative medicine.
4. Conditions and rules for issuing licenses to practice complementary and alternative medicine.
5. Rules, standards, and mechanism appropriate for documenting scientific research and data relating to complementary and alternative medicine, especially Islamic and Arab medicine.
6. Any other tasks assigned thereto that fall within its jurisdiction.

Article 8

The Advisory Committee shall convene upon a call by its Chairman at least twice a year. The Chairman shall call for a meeting if requested by at least half of the members. The call for a meeting shall include its agenda. A meeting shall be valid only if attended by the majority of its members, provided the Chairman or his deputy is in attendance. Recommendations shall be passed by the majority vote of attending members. In case of a tie, the meeting chairman shall have the casting vote. The Advisory Committee may invite non-members to attend its meetings in a non-voting capacity. Meeting deliberations and recommendations shall be recorded in minutes signed by the meeting chairman and attending members.

Article 9

The Center shall be provided with staff, specialists, and researchers, as needed. It shall have a qualified and experienced director appointed by the Minister of Health. The Director shall be in charge of the Center’s management and the conduct of its affairs. His responsibilities shall be within the limits of this Statute, and he shall assume the following powers:
1. Preparing the Advisory Committee’s meetings.
2. Following-up on the implementation of the Advisory Committee’s recommendations approved by the Minister of Health.
3. Preparing the Center's draft budget and having it approved in accordance with applicable procedures.
4. Overseeing the Center and the performance of its employees according to his powers and in accordance with the regulations.
5. Issuing the Center's payment orders in accordance with the approved annual budget.
6. Submitting periodic reports on the Center's work progress, achievements, and activities.
7. Proposing the Center's plans and programs and supervising their implementation upon approval.
8. Representing the Center before the judiciary and other agencies.
9. Carrying out any other tasks assigned to him by the Minister of Health that fall within his powers.
The Director may delegate some of the powers stipulated in this Article to other officials of the Center.

Article 10

The Center shall have an annual budget considered as a self-operation program within the budget of the Ministry of Health. The Center's revenues shall be as follows:
1. Allocations in the State budget.
2. Revenues generated from the activities falling within its jurisdiction.
3. Gifts, grants, wills, and aid accepted thereby.
