The General Panel for Roads shall cooperate with the local communities in the establishment of agricultural roads to assist farmers in accessing their farms and facilitating the marketing of their products in the markets.

The General Panel for Roads shall determine the route of the road and plan it in such a way as to occupy the least possible space in its width, sufficient for the passage of motor vehicles such as cars and ordinary agricultural machinery, while making every effort to avoid green lands, planted areas, or agricultural facilities as much as possible.
The road shall be constructed after an agreement with the landowners whose lands the road will pass through regarding the right of others to pass through the portion of those lands allocated for the road. No owner may claim compensation from the state at any time for any reason and in exchange for any damages they allege to have suffered as a result of the opening of the road, for the entire duration that the road is approved by the General Panel for Roads.
The General Panel sets the necessary specifications for the construction of these roads.
