Competent Court/ is the Court of Guarantees and Marriages.
Competent Administration/ is the General Administration of Marriage Contract Officials.
Marriage Official/ is the person licensed to conduct the marriage contract for consideration.

The relevant department at the Ministry is responsible for registering the names of marriage contract officiants, overseeing their work, and monitoring their activities.

The competent court is responsible for receiving applications for licenses, renewals, and the authentication of contracts. In the absence of the competent court, the general court shall act in its place.

The competent court must verify the actual need before submitting the license application.

The duration of the marriage contract license is five years.

• The following conditions must be met by anyone applying for a marriage officiant license: -

  • ‎1‏ - Must be a Saudi national.

  • ‎2‏ - Must have a good reputation and conduct, and must not have previously been convicted of a legal penalty or imprisonment or flogging for a crime that undermines honor or trust.

    • A - Must hold a university degree in Sharia sciences.

    • B - If there are no holders of a university degree in Sharia sciences in the applicant's country, other specializations will be accepted.

    • C - A high school diploma will be accepted if there are no holders of a university degree.

    • D - It is required for applicants holding the qualifications mentioned in paragraphs B and C to pass the examination conducted by the competent court.

  • 4 - The applicant must be at least twenty-five years old.

A committee shall be formed in the Ministry by a decision of the Minister of Justice to study the applications submitted for obtaining a license for marriage contract officiants and to raise its recommendations to the Minister of Justice.

The committee referred to in Article Seven consists of a Chief Judicial Inspector, a member who is a consultant, and a researcher.

The competent court submits a request for the issuance of a license to the Ministry of Justice after completing the procedures stipulated in this regulation in accordance with the form of type (000).

The authorized person is responsible for conducting marriage contracts exclusively between Saudis.
