Instructions on Combating the Phenomenon of Cover-Up Regarding Road Transport Trucks

First

  • First: The Transport General Authority shall take the necessary actions regarding the following:

    • 1- Launching an incentive initiative to encourage individuals and entities that own vehicles with a gross weight exceeding (3500) three thousand five hundred kilograms – above the legally permitted limit – and hold valid private transport licenses, to apply within a period not exceeding (one year) to obtain a license for freight transport on land routes from the Authority, in exchange for exempting them from the fees for issuing public transport licenses and the fees for issuing plates, with the mentioned period starting after (90) days from the date of this decision.

    • 2- Not linking the services provided related to issuing transport licenses and operating cards, or issuing letters to change the registration type from private transport to public transport, to the payment of related violations.

    • 3- Conducting a media campaign about the initiative across all media outlets, including social media.

Previous Amendments
  • Secondly: The relevant government entities are obligated – after the expiration of the period mentioned in paragraph (1) of item (First) of this decision – to deal with private transport vehicles that have a gross weight exceeding (3500) three thousand five hundred kilograms according to the following procedures:

    • 1- Not to contract with their owners for the transportation of their goods and shipments, and to limit contracting to carriers holding a valid license issued by the Transport General Authority to engage in the activity of transporting goods on land routes.

    • 2- To verify – when contracting with a carrier – the availability of operating cards for trucks issued by the Transport General Authority.

    • 3- To prevent them from entering their premises or the sites they supervise for the transportation of goods and shipments – in accordance with their legally established competencies – unless the transported goods and shipments belong to the owner himself.

    • 4- To take necessary actions regarding companies that own or have a stake in ownership to enforce what is stipulated in paragraph (3) of this item.

    • 5- To prevent them from entering and exiting customs ports if they are transporting goods and shipments that do not belong to their owner.

    • 6- To require obtaining the professional card issued by the Transport General Authority when applying for the renewal of the resident's identity with the profession of (Heavy Transport Driver), as well as when requesting to change the resident's profession to (Heavy Transport Driver).
       

Thirdly

  • Third: The state shall bear the costs of issuing public transport vehicle licenses and the costs of issuing plates for the individuals and establishments referred to in paragraph (1) of item (First) of this Decision.
