Regulations of the Visit Visa for Tourism Purposes - 1441

Article 1

The following words and phrases - wherever they appear in this Regulation - shall have the meanings specified next to each of them:
Law: Tourism Law.
Regulation: Visitation Visa Regulation for the purpose of tourism.
Ministry: Ministry of Tourism.
Minister: Minister of Tourism.
Kingdom: Kingdom of Saudi Arabia.
Tourist: Anyone who applies for a visa that enables them to visit the Kingdom for the purpose of tourism.
Visa: The visitation visa for the purpose of tourism, which is a permission to enter granted under specific conditions in accordance with this Regulation, issued by the Ministry of Foreign Affairs and Saudi missions abroad or the digital embassy on the Ministry of Foreign Affairs platform or upon arrival.
Visitation Visa Approvals for the Purpose of Tourism: The approval issued by the Ministry on applications for visitation visas for the purpose of tourism.
Tourism Program Package: A package approved by the Ministry, provided by the licensed travel and tourism service provider, purchased by those wishing to come to the Kingdom, which includes the costs of visa fees, accommodation for the duration of the program, round-trip airfare, and other travel and tourism services.
Travel and Tourism Services: Arranging and organizing services in the field of tourism, including trips and tourism programs, selling and marketing travel tickets from licensed companies, providing visa issuance services, or other travel-related services, arranging tourism activity services, or hospitality facilities and their reservations, and so on.
Licensee: Any legal entity that has obtained a license from the Ministry in accordance with the Law and Regulation.

Article 2

Anyone wishing to enter the Kingdom for tourism purposes must obtain a valid visa, unless their entry does not require one.

Article 3

Validity of the visa according to its type, as follows:
1- Single entry, valid for three months, provided that the duration of stay does not exceed one month.
2- Multiple entry, valid for one year, provided that the duration of stay does not exceed three months during its validity.

Article 4

Published on the electronic platform www.visitsaudi.com is a list of countries whose nationals can apply for a visa through one of the following means:
First:
Visa on arrival: This is when the tourist applies for a visa upon arriving at one of the Kingdom's entry points, after the carrier company has confirmed that the tourist's nationality is among those authorized to apply for a visa according to the list referred to in this article. The visa issuance procedures are completed at the passport offices or self-service machines at the Kingdom's entry points.
Second: Electronic visa: This is when the tourist applies for a visa through the electronic platform www.visitsaudi.com, or any other electronic platform approved by the Ministry of Foreign Affairs.
Third: Visa through one of the Kingdom's missions abroad or via the digital embassy on the Ministry of Foreign Affairs platform.

Article 5

  • 1- The tourist applying for the visa must do the following:

    •  A- Fill out the visa application form and attach the required supporting documents.

    • B- Register biometric data during the application submission or upon arrival.

    • C- A valid passport for no less than 6 months, taking into account the bilateral agreements concluded between the Kingdom and other countries regarding passport validity.

    • D- Obtain approved medical insurance in the Kingdom.

    • E- Register his address within the Kingdom.

    • F- Pay the visa fees.

  • 2- The age of the tourist coming to the Kingdom must not be less than (18) years, unless accompanied by a guardian or in a safe company.

Article 6

  • 1- Those holding the nationality of a country not included in the list published on the electronic platform www.visitsaudi.com referred to in Article (4) may obtain a visa through one of the Kingdom's missions abroad, or via the digital embassy on the Ministry of Foreign Affairs platform, in accordance with the requirements mentioned in Article (5), in addition to providing the following:

    •  A- A return ticket including a statement of the travel itinerary, exempting those arriving by land or sea.

    • B- Accommodation reservation within the Kingdom, and personal information including their residential address in their home country.

    • C- A work identification certificate.

    • D- Proof of financial solvency by providing a bank statement or salary certificate.

  • 2- Exempted from the provisions of paragraph (1) of this article, and treated when applying for a visa in accordance with Articles (4) and (5) are:

    •  A- Those who have purchased a package of an approved tourism program by the Ministry, prepared by a licensed travel and tourism service provider, unless the procedure requires verification of their data through one of the Kingdom's missions abroad.

    • B- Those holding a valid tourist or business visit visa from the United States of America, the United Kingdom, or one of the Schengen Agreement countries, provided it has been used at least once to enter the visa-granting country, including first-degree relatives of the visa holder accompanying them.

    • C- Those holding permanent residency in the United States of America, or permanent residency in European Union countries, or permanent residency in the United Kingdom, including first-degree relatives of the residency holder accompanying them.

    • D- Those holding a residence visa - valid for no less than three months - in the GCC countries, according to the professions published on the electronic platform www.visitsaudi.com, including first-degree relatives of the residence visa holder accompanying them, and domestic workers accompanying their sponsors.

Article 7

When studying the application for a visa, the bilateral agreements and memoranda of understanding signed between the Kingdom and other countries that regulate the granting of visitation visas to the citizens of both countries should be taken into account, as well as in accordance with the principle of reciprocity.

Article 8

The Ministry issues visa notations in accordance with the regulations established in agreement with the Ministries of Interior and Foreign Affairs.

Article 9

A fee of (300) three hundred Riyals is required for a visit visa for tourism purposes, in accordance with Royal Decree No. (2) dated 5/1/1441 AH.

Article 10

The tourist, while in the Kingdom, must adhere to the following:
1- The regulations and instructions in force in the Kingdom.
2- Carrying identification documents at all times.
3- The primary purpose for which the visa was granted.
4- Not performing the Hajj pilgrimage except with a Hajj visa.
5- Not performing Umrah during the Hajj season as determined by the Ministry of Hajj and Umrah.
6- Not engaging in paid or unpaid work.
7- The validity of the granted visa and the permitted duration of stay.
