• The following words and phrases, wherever they appear in this Regulation, shall have the meanings specified for each, unless the context of the text indicates otherwise:

  • Ministry: Ministry of Municipal and Rural Affairs.

  • Minister: Minister of Municipal and Rural Affairs.

  • Regulation: Regulation on the Fees for the Submission of Tobacco Products.

  • Municipality: The municipality or the secretariat as applicable.

  • License: A written approval from the municipality allowing the submission of tobacco products.

• 1- The collection of the annual fixed fee for the issuance or renewal of a license for the activity of providing tobacco products inside and outside the cities shall be in accordance with the categories specified in Table No. (1) attached.

• 2- The collection of the fee stipulated in item (Second) of Royal Decree No. (M/107) dated 10/09/1440 AH shall be from the total sales invoice of the shop in accordance with what is stated in Table No. (1) attached.

The licensee authorized to sell tobacco products must deposit the fee stipulated in paragraph (Second) of Royal Decree No. (M/107) dated 10/09/1440 AH into the designated account by the end of each month, along with detailed data of sales invoices. The municipality has the right to take necessary measures and procedures to ensure the accuracy of this information.

1- The classification of municipalities for the purposes of applying the provisions of this Regulation shall be in accordance with Table No. (2), and the fees for the licensing of tobacco products in the centers located within the service areas of any of the municipalities shall be according to the fees specified for municipalities classified as fifth class.
2- The areas (A), (B), (C) refer to the locations specified in the maps approved by the Minister or his delegate, which illustrate the most attractive places in the city, and the licensing fees within the jurisdiction of the municipality are classified accordingly.

This regulation shall come into effect from the date of its publication in the official gazette.
