Regulations for Providing Electrical Service through Mobile Generation

  • The following words and phrases shall have the meanings indicated next to each of them unless the context requires otherwise:

    • A- Mobile Generation: The activity of generating electricity using one or more mobile generation units.

    • B- Mobile Generation Unit/Units: Any turbine and the associated machinery and equipment that constitute one or more electricity generation units designed to be transported from one location to another.

    • C- The Authority: Water and Electricity Regulatory Authority.

    • D- Service Provider: An entity licensed by the Authority to engage in the activity of electricity distribution and retail sale.

    • E- Qualified Contractor: An entity qualified by the service provider to engage in the activity of generating electricity from mobile units in accordance with the qualification guide for mobile generation contractors approved by the Authority.

The provision of electrical service through mobile generation shall be limited to the licensed service provider authorized to distribute and sell electricity in parcels.

The service provider may contract with qualified contractors for the purpose of providing electrical service through mobile generation.

The provision of electrical service through mobile generation shall be subject to the following combined conditions:

A- Claims for which an agreement for the provision of electrical service through the network has been signed, and where electrical service cannot be provided through the network within ninety (90) days from the date of the claim.

B- Claims whose loads exceed (500 kVA).

C- Non-residential consumption category.

The provision of electrical service through mobile generation must not conflict with the regulations for providing electrical service to villages, hamlets, and planned developments.

The service provider studies the claim for the provision of electrical service through mobile generation within a period not exceeding (90) ninety days from the date of submitting the claim.

The agreement for the provision of electrical service through mobile generation is signed with the service applicant, outlining the responsibilities of both parties, in accordance with the approved model of the electrical service provision agreement from the Authority.

The service provider must obtain fuel allocation approval from the Ministry of Energy after signing the Agreement with the service requester.

The service provider shall deliver the electrical service through mobile generation within a period not exceeding (90) ninety days from the date of signing the Agreement.

 The monthly consumption is calculated based on the approved tariff for (60%) of the contracted capacity, or based on the actual consumption, whichever is higher.
