1-1 (The term "Regulation" wherever it appears in this Regulation refers to the Regulation of the Electricity and Co-Generation Regulatory Authority issued by Council of Ministers Decision No. (154) dated 4/5/1428H. The term "Implementing Regulation" refers to the Implementing Regulation of the Electricity System concerning the tasks of the Electricity and Co-Generation Regulatory Authority issued by the Authority's Board of Directors Decision No. 27/11/3 dated 15/4/1427H. The words and phrases defined in each of them shall have the same meanings in this Regulation unless the context requires otherwise.)
2-1 Wherever the term "Regulation" appears in this Regulation, it refers to the Implementing Regulation of the Regulation of the Electricity and Co-Generation Regulatory Authority. Additionally, any reference in this Regulation to an article or chapter is a reference to an article of this Regulation or a chapter thereof, unless the context requires otherwise.
With consideration to the tasks assigned to the Authority under the Law and regulations, the Council issues the regulations and decisions governing the electricity generation and water desalination industry throughout the Kingdom pertaining to the following:
Including his right to choose among competitors and at reasonable competitive prices based on commercial foundations, which includes the following:
1-1-2 Guaranteeing the right of all electricity consumers to choose their service provider.
2-1-2 Guaranteeing the right of major consumers, as determined by the Authority, to choose their energy supplier, as well as guaranteeing their right to use the transfer system to transmit energy, provided that approved connection agreements are signed between the consumer or energy supplier and the transfer system, and the financial compensation approved by the Authority for the transmission of energy is paid.
Chapter on Electricity Generation and Water Desalination Activities, which includes the production of electrical energy, combined production, transmission of electrical energy, distribution, and trading thereof, as well as water desalination, its transportation to distribution points, and trading thereof.
Establishing fair competition and preventing dominant positions in the activities of the electricity and water desalination industry.
Establishing service quality standards according to global levels for activities of a monopolistic nature such as transport and distribution networks, and monitoring the compliance of the licensees with these standards.
Establishing mechanisms and regulations that ensure non-discrimination among consumers by those licensed for transportation or distribution activities.
Establishing the necessary standards to provide electricity and desalinated water supplies in a safe and reliable manner that can be appropriated, and determining the regulatory procedures that ensure the achievement of those standards.
