The Council of Ministers
After reviewing the transaction received from the Royal Court numbered 26789 dated 25/4/1441 AH, which includes a letter from His Excellency the Minister of Municipal and Rural Affairs (previously appointed) and His Excellency the Minister of Transport numbered 4100151957 dated 22/4/1441 AH, regarding the jurisdiction of the Ministries of Municipal and Rural Affairs and Transport concerning the implemented and future roads located within and outside the urban boundary.
And after reviewing the process report numbered (1219) dated 10/9/1441 AH, prepared by the Bureau of Experts at the Council of Ministers.
And after reviewing the recommendation prepared in the Council of Economic and Development Affairs, Recommendation No. (32-41/33/D) dated 29/9/1441 AH.
And after reviewing the recommendation of the General Committee of the Council of Ministers numbered (7603) dated 8/11/1441 AH.
It is decided as follows:
First: The jurisdiction over the implemented and future roads located within the urban boundary shall be under the Ministry of Municipal and Rural Affairs and within its responsibilities, while the jurisdiction over the implemented and future roads located outside the urban boundary shall be under the General Panel for Roads and within its responsibilities.
Second: The Ministry of Municipal and Rural Affairs and the General Panel for Roads shall continue to exercise their current responsibilities regarding the roads for which contracts have been signed for their implementation or maintenance, until the completion of those contracts, and their handover shall occur simultaneously between them.
Third: The Ministry and the Panel shall coordinate between themselves and with the Ministry of Finance regarding the handover and receipt of the roads, and they shall exchange relevant information and documents at least (12) months prior to the end of their contracts, to prepare what is necessary for the issuance of new contracts within their budgets, ensuring that the operation of those roads is not affected.
