Regulatory Arrangements for the King Abdulaziz Quality Award

First

The following terms - wherever they appear in these arrangements - are defined as follows:

The Award: King Abdulaziz Quality Award.

The Organization: Saudi Standards, Metrology and Quality Organization.

The Sectors: Governmental, private, and non-profit entities in the Kingdom.

Secondly

The award aims to achieve the following:

1- Stimulating sectors to adopt the principles of quality and institutional excellence through the application of the national excellence model and its standards.

2- Enhancing the concepts and applications of performance measurement and continuous improvement of operations.

3- Working to raise the level of quality and productivity efficiency across various sectors, and enhancing their efforts and enabling them to compete at the global level.

4- Providing information related to quality and institutional excellence at the national level.

5- Raising awareness of the cultures of quality and institutional excellence and their applications, and disseminating them within the community and among various sectors. 

6- Motivating administrative leaders in the sectors to achieve the goals of total quality and fulfill their responsibilities.

7- Establishing a platform for exchanging best practices and benchmarking in the fields of quality and institutional excellence among sectors.

8- Honoring distinguished establishments in a way that contributes to creating an environment that encourages quality and excellence across various sectors.

9- Providing training and consulting services related to quality and institutional excellence for the sectors.

10- Conducting research and studies related to measuring the impact of participation in the award and applying its national model for institutional excellence and its standards, and collaborating with specialized research entities inside and outside the Kingdom to achieve this.

11- Achieving integration of all national efforts for quality and excellence awards across various sectors.

12- Collaborating with local, regional, and international awards similar to the award for the exchange of experiences and knowledge transfer.

Thirdly

Previous Amendments

The award shall have a supervisory committee chaired by the Minister of Economy and Planning, with the following members:

1- The Governor of the General Panel as the Vice President.

2- A representative from the Ministry of Industry and Mineral Resources.

3- A representative from the Ministry of Education.

4- A representative from the Ministry of Health.

5- A representative from the Ministry of Human Resources and Social Development.

6- A representative from the Small and Medium Enterprises General Authority.

7- A representative from the National Center for Performance Measurement.

8- A representative from the Council of Saudi Chambers.

9- Representatives from associations or civil institutions specialized in the field of quality.

The Secretary-General of the award shall nominate the representatives mentioned in paragraph (9) of this clause, and the Chairman of the supervisory committee of the award shall issue a decision to appoint them for a period of (three) years, renewable.

Fourthly

The Supervisory Committee of the Award is responsible for the following:

1- Approving the national model for institutional excellence and the regulatory regulation of the award.

2- Approving the categories of the award.

3- Approving the costs of participation in the award.

4- Approving the sectors included in the award for each cycle.

5- Approving the names of the members of the advisory committees.

6- Approving the final nominations for the award winners.

7- Approving the date and program of the closing ceremony for the award distribution.

8- Approving the financial compensation for the training or consulting services provided by the award.

9- Approving the draft annual budget for the award.

10- Approving the establishment of the unified platform referred to in paragraph (7) of item (Second) of these arrangements.

In order to achieve its responsibilities, the Supervisory Committee of the Award may form permanent or temporary committees from its members or others, assigning them tasks it deems important. Each committee's formation decision shall specify its chairperson, members, and responsibilities, and the committees may seek assistance from whomever they deem necessary to perform the tasks assigned to them.

Fifth

1- The award operates according to the national model for institutional excellence directed at all sectors, and it is subject to periodic review to ensure its alignment with national requirements and changes in performance levels.

2- The award focuses on developing criteria for achieving institutional excellence for establishments across various sectors.

Sixthly

Various sector establishments have the right to apply for participation in the award cycle in accordance with the criteria of the National Model for Institutional Excellence and the regulatory regulations of the award.

Seventh

The award is granted every two years to one or more establishments based on the criteria of the National Model for Institutional Excellence, applicable to various segments of the targeted sectors.

Eighth

The award is presented at a ceremony under the patronage of the Custodian of the Two Holy Mosques or his representative, and the winning establishment(s) in any category of the award will receive a trophy of excellence and a certificate.

Ninth

The award or any of its categories may be withheld entirely or partially in the event that the targeted sector establishments do not participate in it or fail to meet the requirements for obtaining it in accordance with the standards of the National Model for Institutional Excellence.

Tenth

The supervisory committee of the award has the right to withdraw the award from the winning entity in the event that the entity does not comply with the standards set forth in the regulatory regulations of the award.
