Rules and Executive Procedures for the Work of the General Panel

Article 1

The General Panel consists of the Chairman of the Council, his Deputy, his Assistant, and the heads of the specialized committees of the Council, and is referred to in these rules as the Panel. The General Secretary or his representative attends the meeting, along with anyone the Panel or its Chairman deems necessary to attend the meeting.

Article 2

The President of the Council presides over the meetings of the authority and supervises all its activities. The Vice President assumes this role in the absence of the President. In the event of both being absent, the Assistant to the President of the Council will take over.

Article 3

A- The Authority shall hold a regular meeting every two weeks, and the date of the meeting and the agenda shall be determined with the approval of the Chairman of the Authority. The Chairman of the Authority may advance or postpone the meeting if necessary.

B- The Chairman of the Council may invite the Authority to hold an emergency meeting – at a time he determines – to discuss a specific subject.

Article 4

The General Secretariat – under the supervision of the President of the Council – prepares the agenda for the meeting of the General Panel, taking into account the order of topics as presented by the committees, as well as the interests that may necessitate prioritizing one topic over another.

Article 5

A member of the authority may submit to the President a proposal to include a topic in the authority's agenda, accompanied by an explanatory memorandum outlining the reasons for the proposal, its objectives, and the main principles upon which it is based. No topic not included in the agenda may be considered except with the approval of the President of the authority.

Article 6

The General Secretary or their representative shall issue a written invitation for the meeting of the body well in advance of the scheduled time, accompanied by the agenda and any related reports, statements, or explanatory memoranda.

Article 7

The General Panel of the Council establishes the rules for the treatment of those who are called upon from outside the Council, including state employees and others, as well as the allowances granted to them. These rules are issued by a decision from the President of the Council.

Article 8

The meeting of the body is not considered valid unless at least two-thirds of its members are present, and its decisions are made with the approval of the majority of the attending members. In the event of a tie, the side that the President of the meeting voted with shall prevail. The General Secretary is responsible for counting the votes and announcing the result under the supervision of the President.

Article 9

The Chairman of the Authority opens its meetings, announces their conclusion, manages the discussions during them, participates in these discussions, grants permission to speak, defines the subject of discussion, directs the speaker's attention to adhere to the limits of the topic, concludes the discussion, and presents the topics for voting.

Article 10

If an event occurs that necessitates the absence of the Chair of the specialized Committee from the meeting of the body, the Vice Chair of the Committee shall attend the meeting and coordinate with the General Secretary regarding this matter.
