Statute on the Expenses of Saudi Patients and Their Companions Referred for Treatment Outside Their Places of Residence

Article 1

Previous Amendments
  • A- A daily allowance of (300) Riyals shall be granted to the patient referred for treatment within the Kingdom outside their place of residence, whenever it is necessary for them to stay outside the hospital, and this allowance shall be suspended upon their admission to the hospital for inpatient care.

  • B- A daily allowance of (300) Riyals shall be granted to the companion(s) of the patient referred for treatment outside their place of residence within the Kingdom, and this allowance shall be suspended when accompanying the patient inside the hospital.

  • C- The total of the two allowances received by the patient and their companion(s) mentioned in paragraphs (A) and (B) of this article shall not exceed (15,000) fifteen thousand Riyals per month.

Article 2

Previous Amendments
  • A- A daily allowance of (600) Riyals shall be granted to the patient referred for treatment outside the Kingdom.

  • B- A daily allowance of (600) Riyals shall be granted to the patient's companion (or companions) referred for treatment outside the Kingdom.

  • C- The total of the two allowances received by the patient and their companion (or companions) mentioned in paragraphs (A) and (B) of this article shall not exceed (30,000) thirty thousand Riyals per month.

Article 3

Previous Amendments
  • The patient referred for treatment and their companion are provided with two travel tickets (round trip) on Saudi Arabian Airlines in (economy class). If the patient's health condition requires otherwise, the tickets will be in (business class), or a medical stretcher will be provided in (economy class) according to the regulations set by the Ministry of Health. If air travel is not possible, they will be compensated with an amount equivalent to the cost of their transportation by land.

Article 4

Previous Amendments
  • The Higher Medical Authority in the Ministry of Health issues medical decisions for treatment abroad, in accordance with the Royal Order No. (4700/B) dated 8/5/1430 AH.

Article 5

  • The Ministry of Health is responsible for disbursing all expenses stipulated under this regulation, whether for the patient or their companion, excluding individuals affiliated with entities that have allocated a budget item for treatment purposes.

Article 6

Previous Amendments
  • The patient is referred for treatment outside their place of residence within the Kingdom by a decision from the General Medical Authority at the Ministry of Health or the Medical Authority in the military sectors – according to the specialization – and the decision specifies the entity that has the treatment capabilities for each case individually, the duration necessary for the patient's treatment, and the extent of their need for an escort. The validity period of the decision is one year at most, and it is renewed if the patient requires it.

Article 7

Previous Amendments
  • Each patient receiving treatment outside the Kingdom and their companion shall be granted, in addition to what is mentioned above, the following:

    • A- A one-time allowance of (5000) five thousand Riyals for preparation.

    • B- A monthly allowance of one thousand (1000) Riyals for the service of a severely disabled patient who is unable to care for themselves, as determined in the decision of the medical committee.

Article 8

  • The assistance stipulated in this regulation may not be combined with the travel expenses established in the service systems.

Article 9

  • Subject to the provisions of Article (5), the Kingdom's representations in countries where there are no health offices or military attachés shall oversee the treatment of patients sent to those countries and provide for their expenses in accordance with this regulation.

Article 10

  • The provisions of this Regulation shall not prejudice the benefits established in the service systems.
