Regulations Governing the Rights and Duties of Members of the Shura Council

Article 1

Membership status for a Member of the Shura Council shall be established as of the beginning of the Council’s term, as specified in the Order constituting it, in accordance with Article (Thirteen) of the Council Law, and the term of the substitute Member shall commence on the date specified in the Royal Order issued appointing him and shall end upon the expiry of the Council’s term. If the term expires before the new Council is constituted, membership status shall continue until the new Council is constituted. All of the foregoing shall apply unless the Member’s membership status is revoked.

Article: 2

A Member of the Shura Council receives a monthly allowance of twenty thousand riyals during the term of membership. During this period, the member is treated in terms of allowances, bonuses, compensations, benefits, and vacations as if they hold the rank of the fifteenth level. This does not affect any retirement salary that the member may be entitled to.

Article: 3

A full-time Council member who, prior to his appointment to the Council, held a public position in the State shall retain the grade he holds. The period of membership shall be counted as service for the purposes of the periodic increment, promotion, and retirement, and the member shall, during the period of membership, pay the pension deductions on the salary of his original position.

It shall not be permissible to combine the reward and benefits prescribed for Council members with the salary and benefits of the position.

If the salary of the position exceeds the reward prescribed for membership, the difference shall be paid to him by the Council. If the position he holds carries benefits exceeding those prescribed for membership, he shall continue to receive them.

Article 4

As an exception to Article Two of this Regulation, a Council Member shall be entitled to an annual ordinary leave of forty-five days. The Council President shall determine the time at which the Member takes such leave. When granting leave or permission to be absent, it shall be ensured that this does not affect the quorum required by Law for the Council’s sessions to be convened.

Article: 5

A member of the Council must fully adhere to neutrality and objectivity in all activities conducted within the Council. They must refrain from raising any issue before the Council that pertains to a private interest or conflicts with a public interest.

Article 6

A Member of the Council must regularly attend the sessions of the Council and its Committees. If a Member has a reason that necessitates their absence from a session of the Council or its Committees, they must notify the President of the Council or the Chair of the Committee in writing. A Member may not leave a session of the Council or a Committee session before its conclusion except with the permission of the President of the Council or the Chair of the Committee, as applicable.
