Article 1
This law is called "The Saudi Arabian Nationality Law".
This law is called "The Saudi Arabian Nationality Law".
This law does not have retroactive effect, and all valid decisions and procedures carried out under the previous laws are considered effective. Nationalities granted based on those laws are also considered valid as long as they are based on the validity of the procedure and evidence.
The following terms in this Law shall have the meanings assigned to them:
A- Saudi refers to a person who is subject to the government of His Majesty the King according to the provisions of this Law.
B- Naturalized Saudi refers to a person who has acquired Saudi Arabian nationality in accordance with its specific provisions.
C- Foreigner refers to a non-Saudi.
D- Minor refers to a child, an insane person, and a mentally deficient person.
E- Age of majority is as stipulated by the provisions of the noble Sharia.
F- The Kingdom of Saudi Arabia includes the lands, waters, and airspace subject to Saudi sovereignty, as well as ships and aircraft bearing the Saudi Arabian flag.
Saudis are:
A- Those who were Ottoman subjects in the year 1332 Hijri, corresponding to 1914 AD, and are original inhabitants of the territories of the Kingdom of Saudi Arabia.
B- Ottoman subjects born in the territories of the Kingdom of Saudi Arabia or residing therein in the year 1332 Hijri, 1914 AD, who maintained their residence in those territories until 22/3/1345 Hijri and did not acquire foreign nationality before this date.
C- Those who were not Ottoman subjects but resided in the territories of the Kingdom of Saudi Arabia in the year 1332 Hijri, 1914 AD, and maintained their residence there until 22/3/1345 Hijri and did not acquire foreign nationality before this date.
The provisions of paragraph (A) of Article Four apply to women who are original residents of the Kingdom of Saudi Arabia and who apply for the restoration of Saudi Arabian nationality after their divorce or the death of their husbands.
Requests for the issuance of certificates of Saudi Arabian nationality from individuals who fall under the provisions of paragraphs (B) and (C) of Article Four shall not be accepted after one year from the date of the enforcement of this law, and for minors, after one year from reaching the age of majority.
A person is considered Saudi if born inside the Kingdom of Saudi Arabia or outside it to a Saudi father, or to a Saudi mother, and to a father of unknown nationality or without nationality, or if born inside the Kingdom to parents of unknown identity. A foundling in the Kingdom is considered to be born there unless proven otherwise.
Saudi Arabian citizenship may be granted by an order from the Prime Minister based on the proposal of the Minister of Interior to those born within the Kingdom of Saudi Arabia to a foreign father and a Saudi mother, provided that the following conditions are met:
A- He must have the status of permanent residency in the Kingdom of Saudi Arabia upon reaching the age of majority.
B- He must be of good conduct and reputation and must not have been previously convicted of a criminal judgment or sentenced to imprisonment for a moral crime for a period exceeding six months.
جـ- He must be proficient in the Arabic language.
D- He must submit a request for Saudi Arabian citizenship within the year following his reaching the age of majority.
The Saudi Arabian nationality may be granted to a foreigner who meets the following conditions:
A- He must have reached the age of majority at the time of applying for Saudi Arabian nationality and must have acquired the status of residence for no less than ten consecutive years.
B- He must be of sound mind and body.
C- He must have good conduct and behavior, and must not have been convicted of imprisonment for a moral crime for a period exceeding six months.
D- He must belong to professions that are needed by the country, and this condition is exempted for those born in the Kingdom to a foreign mother and an unknown father.
E- He must prove his livelihood through legitimate means.
F- He must be proficient in the Arabic language in speaking, reading, and writing.
The applicant for naturalization must accompany his application with a residence permit and his passport, or any document issued by the competent authorities that serves as a substitute for the passport, and any document related to the nationality he is renouncing, as well as any paper that supports what he is required to prove in accordance with the provisions of this law.
The Saudi Arabian nationality is granted by the Prime Minister based on the recommendation of the Minister of Interior. The Minister of Interior has the right, in all cases and without stating reasons, to refuse approval for granting Saudi Arabian nationality to a foreigner who meets the conditions stipulated in Article Nine before submitting the aforementioned recommendation.
