Statute for the Treatment of Arrivals to the Kingdom with Entry Visas for Hajj, Umrah, and Others

Previous Amendments

 

  • The Minister of Interior shall coordinate with the Minister of Foreign Affairs, the Minister of Hajj and Endowments, and the Minister of Commerce to organize the following matters:

    • A- Entry visas for those wishing to perform Hajj, Umrah, and visit the Prophet's Mosque, including the validity of the visas, the conditions for granting them, the duration of stay in each of Mecca, Medina, and Jeddah, and the prohibited activities for those coming for this purpose.

    • B- Visas granted for other purposes such as visitation, commerce, and similar activities, including the conditions for granting those visas, the duration of stay in the country, and the prohibitions and duties that must be observed by the visitors.

Previous Amendments

The Minister of Interior shall coordinate with the Minister of Labor and Social Affairs and the President of the Civil Service Bureau to determine the categories of contractors who are allowed to bring their families, as well as to define what is meant by family.

Previous Amendments

A- Those arriving for Hajj, Umrah, or visiting the Prophet's Mosque are not permitted to remain in the country after the expiration of the visas granted to them. They are also prohibited from working throughout the Kingdom or transferring outside the scope of Mecca, Jeddah, and Medina.

B- All means of transportation within the country are prohibited from transporting those arriving for Hajj between the cities of the Kingdom, except for their transportation between Mecca, Jeddah, and Medina, and this is to be done during the validity of their visas as determined by the Minister of Interior.

C- It is prohibited to shelter those who overstay their visas in any place after the expiration of their visas. It is also prohibited to employ them, conceal them, or provide any assistance that would lead to their illegal stay in the country.

D- All means of transportation are prohibited from transporting individuals who do not hold a valid residency permit, whose residency visas have expired, or who are unidentified between the regions, cities, and villages of the Kingdom, including transporting them to the holy places for Hajj, Umrah, or otherwise.

Previous Amendments

Anyone who commits one of the violations stipulated in Article (3) of this regulation shall be punished with imprisonment for a period not exceeding two years or a fine not exceeding one hundred thousand Riyals, or both together. The fines shall multiply according to the number of individuals involved in the violation. The means of land transport shall be confiscated if it is proven to have been used in transporting the individuals referred to in Article (3) and Article (4 bis) of this regulation, and if it is owned by the carrier, the contributor, or the accomplice. Confiscation shall only occur by a judicial ruling.

Previous Amendments

It is prohibited to transport individuals who do not have a Hajj permit to Mecca during the period specified by the competent authority. The violating transporter shall be punished with a fine not exceeding ten thousand Riyals, and the fines shall multiply according to the number of individuals involved in the violation.

Anyone who violates the regulations issued by the Minister of Interior in agreement with the relevant authorities in accordance with the above Article One shall be punished with imprisonment for a period not exceeding one year and a fine not exceeding fifty thousand Riyals, or with one of the two penalties.

Previous Amendments

In addition to the previous penalties, it is permissible to issue a judgment to publish the final penalty decision at the expense of the violator in one or more local newspapers, one of which is published in the violator's place of residence; if there is no newspaper in their location, then in the nearest area to them.

A decision to impose penalties is issued by the Minister of Interior, and an Appeal against the penalty decision may be submitted to the Board of Grievances within one month from the date it is communicated to the convicted party.

The Minister of Interior issues the necessary executive decisions for these regulations, including procedures for monitoring and documenting violations.

This law cancels any regulations, decisions, or instructions that conflict with it.
