The following words and phrases - wherever they appear in these regulations - shall have the meanings indicated next to them:
Center: Infrastructure Projects Center in the Riyadh Region.
Region: The administrative boundaries of the Riyadh Region as defined by law.
Regulations: Regulations for licensing procedures and permits for infrastructure projects in the Riyadh Region.
Platform: The electronic platform designated by the Center.
Infrastructure Projects: Projects related to telecommunications, energy, water, sewage, roads, and similar services, including projects of governmental and private entities, and major projects if they are connected or intersect with infrastructure project works.
Works: Infrastructure project works related to the implementation, development, operation, and maintenance of infrastructure projects.
Project Works: Works involving excavation of infrastructure project service routes for any purpose.
Detailed Master Plan: A plan approved by the Center that illustrates infrastructure project works in the region, including programs, timelines, and their respective phases.
License: A document issued by the Center to the licensing applicant authorizing them to carry out planned and unplanned infrastructure project works.
Planned License: A document issued by the Center to the licensing applicant authorizing them to execute infrastructure project works approved within the detailed master plan approved by the Center.
Unplanned License: A document issued by the Center to the licensing applicant authorizing them to execute unplanned emergency infrastructure project works or to provide a service connection.
Licensing Applicant: The entity providing infrastructure project services either directly or through a delegate to execute infrastructure project works or part thereof within a geographic scope, time period, and for a specific project.
Licensee: Any legal entity holding the license.
Emergency License: A document issued by the Center to commence unplanned infrastructure project works - according tocases specified by the Center - for maintenance or to address a malfunction within infrastructure project routes that affects health, safety, environment, or security, requiring remediation to mitigate or prevent harm.
Horizontal Drilling License: A document issued by the Center to the licensing applicant authorizing them to perform infrastructure project works involving horizontal underground drilling to extend services without damaging the street surface.
Service Connection License: A document issued by the Center to commence infrastructure project works to connect a service to the end beneficiary or to address it.
Self-License: A document issued by the Center to the owning entity that relies on its own resources to execute some or all of its works, authorizing it to perform works in one or more specified geographic locations and within a specified time period.
Permit: A document issued by the Center to establishments engaged in infrastructure project works allowing them to apply for a license.
General Maintenance Permit: A document issued by the owning entity authorizing it to assign maintenance works withoutproject works to a contractor authorized by the Center within a specified geographic scope and time period.
Owning Entity: Any legal entity owning or supervising the assets of infrastructure project routes for which the license is issued.
Supervising Entity: Any legal entity providing infrastructure project services directly or indirectly.
Contractor: A contractor authorized by the Center to carry out infrastructure project works.
Consulting Office: An establishment authorized by the Center to conduct supervision and consulting activities in infrastructure project works.
Quality Laboratory: An establishment authorized by the Center to conduct quality testing and inspections necessary for infrastructure project works.
Traffic Diversion: A set of approved alternative routes to follow in case a road is closed.
Traffic Management Plan: An organizational plan approved by the competent authority for alternative road routes during the work period in the work area.
Inspection and Survey: The Center’s inspection and survey of works to ensure compliance with the necessary requirements.Necessary.
Code: Infrastructure Projects Code (Comprehensive Guide for Coordination, Planning, Implementation, and Monitoring of Infrastructure Project Works), issued by the Center along with any amendments or updates thereto.
Competent Committee: Appeals Committee.
Day: Any day of the Gregorian calendar year, excluding official holidays.
