The following words and phrases mentioned in this Regulation shall have the meanings specified next to each of them unless the context indicates otherwise:
- The Union: The Saudi Universities Sports Federation (SUSF)
- The International Federation: The International University Sports Federation (FISU)
- The Asian Federation: The Asian University Sports Federation (AUSF)
- The Arab Federation: The Arab University Sports Federation (AUSF)
- The General Secretariat: The General Secretariat of the Saudi Universities Sports Federation.
- The Organizing Body: The Secretariat of the Federation or one of its committees responsible for organizing and issuing match/competition schedules and monitoring their implementation.
- The University: The public or private Saudi universities participating in tournaments or competitions or members of the Federation.
- The College: The private colleges participating in tournaments or sports competitions.
- The Administrative, Technical, and Medical: The official whose name is listed within the administrative, technical, or medical staff.
- The Player: The student athlete whose name is registered in the university or college records.
- The Violations: The acts and behaviors stipulated in this Regulation.
- The Suspension: The prohibition from participating or accompanying the university or college teams or being present on the bench in one or more matches/competitions for a specified period.
- The Regulation: The Regulation of competitions and tournaments of the Saudi Universities Sports Federation.
- The Local Federation: The local Saudi federation for a specific sport.
- The Sports Season: The time period during which official competitions, tournaments, and matches are held, as determined by the Federation in accordance with the regulations and rules.
- The Organizing Body: The General Secretariat and the relevant committees in the Federation and the temporary committees responsible for organizing and issuing match schedules and monitoring their implementation.
- The Committee: The technical committee responsible for imposing the approved penalties stipulated in this Regulation.
- The Game: The relevant game.
- The Chair of the Council: The Chair of the Board of Directors of the Saudi Universities Sports Federation.
- The President of the Federation: The President of the Saudi Universities Sports Federation.
- The Member: Any member affiliated with the university/college (faculty member).
- The Administrative and Technical: Any person whose name is listed in the official match/competition roster within the administrative, technical, and medical staff of the university/college team.
- The Referee: Anyone who officiates and is officially accredited by the relevant sport federation.
- The Referee Evaluator: The person appointed to evaluate the performance of referees during official or friendly matches from a technical perspective according to the relevant game law.
- The Administrative Observer: The person appointed by the organizing body who handles the administrative matters of the match.
- The Competitions and Tournaments: The official or friendly matches organized or supervised by the Federation.
- Inside the Field: The area that includes the competition area and its surroundings, as well as the seating areas for the technical and administrative staff and players, and the changing rooms.
- Outside the Field: The area that starts from the spectators' seating areas to the outer walls of the stadium or the match/competition venue.
- Before the Match: The time that starts from the arrival of the administrators, technicians, and players inside the field until the match/competition whistle is blown.
- During the Match: The time between the whistle signaling the start of the competition and the whistle signaling its end.
- After the Match: The time between the whistle signaling the end of the competition and the departure of the administrators, technicians, and players from the field.
- The Penalty: The sanction imposed on anyone proven to have committed one of the violations stipulated in this Regulation.
- The Warning: An official letter sent to the violator due to inappropriate behavior.
- The Suspension: The prohibition from participating or accompanying the university/college teams or being present on the bench in one or more competitions for a specified period.
- The Financial Fine: A monetary amount collected in accordance with what is stipulated in this Regulation for the Federation's fund.
The sports season begins during the academic year and ends before its conclusion.
(3/ 1) The Federation is the body responsible for organizing local competitions and tournaments between universities.
(3/ 2) Each university/college has the right to participate in all sports tournaments/competitions if it registers before the specified deadline for participation in the tournament/competition.
(3/ 3) The Federation establishes the rules and conditions specific to the competition and tournament system in each sport regarding their management, methods of execution, and associated penalties.
(3/ 4) The Federation has the right to introduce sports competitions that it deems necessary to hold.
(3/ 5) The Federation grants titles of merit and awards for these sports competitions and tournaments.
(3/ 6) The Federation supervises all sports competitions and tournaments held between universities/colleges in the cities and provinces of the Kingdom in accordance with the laws, regulations, and decisions pertaining to that.
(3/ 7) The Federation issues a decision regarding the number of universities/colleges participating in the competitions and tournaments in each sport before the start of each competition.
(3/ 8) The Federation or the body authorized by it sets the schedules for the competitions and tournaments it organizes and supervises, and has the right to amend them.
(3/ 9) Universities/colleges are obligated to participate in all sports competitions and tournaments for which they have registered.
(3/ 10) After the names of the participating universities/colleges in the competitions/tournaments are approved, the universities/colleges are obligated to comply with all instructions issued by the Federation, and in the event of non-participation in any competition or tournament, the penalties regulation will be applied.
(4/ 1) The federation organizes official and friendly competitions and tournaments at the local, regional, Arab, continental, or international levels.
(4/ 1/ 1) Regional: Organized on their specific occasions according to their regulations and systems that do not conflict with the regulations and systems of the international federation.
(4/ 1/ 2) Arab: Organized and supervised by the Arab federation according to its regulations that do not conflict with the regulations and systems of the international federation.
(4/ 1/ 3) Continental: Organized and supervised by the Asian federation according to its regulations that do not conflict with the regulations and systems of the international federation.
(4/ 1/ 4) International: Organized and supervised by the international federation according to its regulations.
All official and friendly tournaments and competitions organized by universities/colleges among themselves within the Kingdom shall not be held without the written approval of the Federation. To obtain approval, the organizing entity must correspond with the Federation and provide the following information:
(5/ 1) Name of the tournament or competition.
(5/ 2) Its objective.
(5/ 3) Its location.
(5/ 4) The time period.
(5/ 5) The approved budget.
(5/ 6) The number of participating universities/colleges.
(5/ 7) The system for holding matches/competitions of the tournament or competition and the specific conditions and instructions related to it.
(5/ 8) The names of the venues designated for holding matches/competitions and training.
(5/ 9) Source of funding (financial resources).
(5/ 10) Accommodation.
(5/ 11) Universities/colleges in all competitions and tournaments they organize must consider the following:
1. The dates of students' midterm and final exams.
2. No sporting activity shall be conducted during the holy month of Ramadan except after the Taraweeh prayers.
3. No sporting activity shall be conducted during the last ten days of the holy month of Ramadan.
(6/ 1) Internal competitions between local universities/colleges.
(6/ 1/ 1) Obtaining written approval from the federation is required, and the university/college where the match/competition is held must adhere to the instructions of the federation and the relevant authorities regarding such match/competition.
(6/ 2) International competitions with foreign universities.
(6/ 2/ 1) International matches/competitions held inside or outside the Kingdom must have a claim submitted to the federation in accordance with the conditions specified in the regulations for external matches/competitions, and the federation will express its opinion to obtain the necessary approvals.
(6/ 3) Administrative and technical procedures are applied according to the regulations and international texts for each sport.
(6/ 4) The positions of the competing teams are determined according to the system followed in the local federations for each sport.
