Definitions

  • The Kingdom: The Kingdom of Saudi Arabia.

  • The Ministry: Ministry of Sport.

  • The Federation: Saudi Arabian Football Federation (SAFF).

  • The Council: Board of Directors of the Saudi Arabian Football Federation.

  • The Law: The Basic Law of the Saudi Arabian Football Federation.

  • Competitions Committee: Competitions Committee of the Saudi Arabian Football Federation.

  • The Regulation: Organizational Regulation for the Third Division League.

  • Disciplinary and Ethics Committee: Disciplinary and Ethics Regulation of the Saudi Arabian Football Federation.

  • Disciplinary and Ethics Regulation: Disciplinary and Ethics Regulation of the Saudi Arabian Football Federation.

  • Sports Arbitration Center: Saudi Sports Arbitration Center.

  • The International Federation: Fédération Internationale de Football Association (FIFA).

  • The Asian Federation: Asian Football Confederation (AFC).

  • The Laws of the Game: The laws issued by the International Football Association Board (IFAB).

  • The Club: A sports institution with legal personality or a company officially licensed by the relevant authority to practice the game of football and a member of the federation or a member of an association participating in competitions with at least one team.

  • The Player: A football player officially registered with the federation, entitled to register and participate in the Third Division League.

  • The Electronic System (MySAFF): An intelligent electronic system for managing competition matches, through which the list of players and officials is registered, in addition to creating reports for referees and observers and entering match results, and it allows use by all relevant parties.

  • The Referee: The person appointed by the federation to officiate and manage the match and the assisting team in its management, officially recognized by the federation or the federation of their country and registered in its records, including the main referee, the first assistant referee, the second assistant referee, the fourth official, and the referees responsible for the Video Assistant Referee (VAR) technology.

  • Referee Assessor: The person appointed by the federation to evaluate the performance of referees during the match from a technical perspective according to the Laws of the Game.

  • Match Observer: The person appointed by the federation to evaluate the performance of referees during the match from a technical perspective according to the Laws of the Game.

  • General Match Coordinator: The person appointed by the federation to handle organizational and coordination matters and assist match officials and observers in their tasks.

  • Media Coordinator for the Match: The person appointed by the federation to handle media matters for the match and organize procedures for press conferences, the mixed zone, television interviews, and supervise them.

  • Inside the Stadium: The area that includes the green rectangle and surrounding areas for the technical and administrative staff and players, the track, and the corridors leading to the changing rooms.

  • Outside the Stadium: The area that starts from the end of the inside of the stadium to the outer walls of the stadium, including but not limited to, parking lots, fan gathering areas, internal and external gates, restrooms, and restaurants.

  • Before the Match: The time between the arrival of players and officials at the stadium and the sounding of the starting whistle for the match.

  • During the Match: The time between the sounding of the starting whistle for the match and the sounding of the final whistle.

  • After the Match: The time between the sounding of the final whistle and the departure of players and officials from the stadium.

  • The Official: Any person other than players who engages in activities related to football within the federation or any body, club, or association, regardless of their position and the duration or type of activity (administrative, sports, media, or any other activity), including administrative, technical, medical staff, supporting employees, consultants, intermediaries, professional managers, as well as board members and honorary members of clubs and federation personnel from board members, committees, contractors, collaborators, and the General Secretariat of the federation, in addition to bodies and associations affiliated with the federation and others.

  • Match Officials: The referee, assistant referees, fourth official, VAR officials, match observer, referee assessor, match coordinator, media coordinator for the match, and individuals responsible for security and any other persons appointed by the federation to perform responsibilities related to the match.

  • Persons Subject to the Regulation: Clubs, officials, match officials, players, media and commercial entities.

  • The Season: The time period during which the King’s Cup competition takes place according to the match schedule, starting from the first official match in the competition and ending with the last official match in the competition.

  • The Identification Card: A card or equivalent issued by the federation, granting the holder the right to be present inside the stadium.

  • The Starting List for the Match: The list containing the names of the starting and reserve players and officials participating in the match who are entitled to sit on the bench and be present inside the stadium.

  • The Official List of Officials: The list containing the names of the official representatives of the club throughout the season who are entitled to register in the starting list for the match.

  • The Visiting Club: The club playing the match away from home, whose name appears second in the match schedule.

  • The Host Club: The club playing the match at home, whose name appears first in the match schedule.

  • The Competition: The Third Division League.

  • The Champion: The club that wins the competition title.

  • The Field of Play: The area that includes the green rectangle as described in Law No. (1) of the Laws of the Game issued by the International Football Association Board.

  • Refusal to Play an Official Match: The act of a club refusing to play an official match before the start of the match.

  • Withdrawal from Playing an Official Match: The act of a club withdrawing from an official match during the match.

  • Force Majeure: Any unexpected and uncontrollable event that leads to the suspension, prevention, or postponement of a match or competition, including but not limited to adverse weather conditions, lighting failures, flight conditions, or any other circumstances with similar characteristics.

  • Match Schedule: The schedule of matches for the competition issued by the Competitions Committee, which specifies the dates, times, and venues for the matches of the competition.

Chapter 1: Preliminary Provisions

Article (1): Introduction

  • 1. The Federation shall organize and manage the competition and shall handle the commercial, marketing, and media affairs of the competition in accordance with the Federation's Articles of Association, this Regulation, and other regulations of the Federation.

  • 2. This Regulation stipulates the rights, duties, and responsibilities of the Federation, the clubs, the officials, and the players in the competition.

  • 3. This Regulation and all decisions, instructions, and circulars adopted by the Board of Directors of the Federation related to the competition are binding on all individuals subject to this Regulation.

  • 4. Any reference to the Articles of Association of the Federation or any of its regulations refers to those laws and regulations in effect at the time of application.

Chapter 2: Jurisdictions

Article 2: Competencies of the Union

  • 1. The Federation is responsible for the following matters:

    • 1/1 Organizing and managing the competition.

    • 2/1 Organizing and managing the commercial and marketing rights of the competition.

    • 3/1 Organizing and managing the media matters and procedures for the competition.

    • 4/1 Registering players in accordance with the Professional Players Regulations and the relevant regulations of the Federation and the International Federation.

    • 5/1 Considering and adjudicating disciplinary cases through the Disciplinary and Ethics Committee in accordance with the provisions of the Disciplinary and Ethics Regulations.

    • 6/1 Appointing referees and referee assessors for each match.

    • 7/1 Appointing the match observer, general coordinator, media coordinator, and security coordinator for each match.

    • 8/1 Issuing identification cards.

    • 9/1 Covering travel, transfer, accommodation, food, and all other expenses related to match referees, referee assessors, match observers, and media coordinators.

    • 10/1 Selecting and providing the official football for the competition matches.

    • 11/1 Proposing suggestions for the development of the competition.

Article 3: Formation of the Competitions Committee

  • 1. The Competitions Committee is formed by a decision of the Council and consists of a President, a Vice President, and three (3) members who possess expertise in the field of football and in areas related to competitions and the organization of the game.

  • 2. The Council is responsible for appointing the President and members of the Committee, and the President selects a Vice President from among its members.

Article 4: Competencies of the Competitions Committee

  • 1. Organizing and managing the competition.

  • 2. Approving the match schedules of the competition and the venues and timings for their conduct.

  • 3. Approving the results of the competition matches.

  • 4. Proposing developmental opportunities for the competition and submitting them to the council for study and decision-making.

Article 5: Meetings of the Competitions Committee

  • 1. The Competitions Committee meets periodically and whenever necessary at the invitation of its President or their representative, and the meeting is considered valid with the presence of the absolute majority of the committee members, including the President or their representative.

  • 2. The Competitions Committee may invite individuals to attend its sessions whom it deems necessary for the matters presented before it, without granting them the right to vote.

  • 3. Decisions of the Competitions Committee are issued by the absolute majority of the votes of those present, and in the event of a tie, the side with the President prevails. The Competitions Committee may also issue its decisions through email circulation or any other written communication method, excluding oral communication, and the decisions of the Competitions Committee are considered effective as soon as they are issued.

  • 4. All decisions of the Competitions Committee are final, effective, and not subject to appeal.

Article 6: Clubs

  • 1. Every club participating in this competition is obligated to the following:

    • 1/1 To observe all obligations stipulated in the basic regulations of the federation, and all regulations, decisions, instructions, and circulars issued by the federation.

    • 2/1 To adhere to and comply with the laws of the game as stipulated by the International Football Association Board, which are published by FIFA.

    • 3/1 To accept that all administrative, disciplinary, and arbitration matters related to the competition are resolved by the federation in accordance with the regulations governing each matter and the jurisdiction of each.

    • 4/1 To fully comply with all contracts signed by the federation related to the competition with any party.

    • 5/1 To acknowledge the Sports Arbitration Center.

    • 6/1 To comply with the stipulated percentage of seats allocated for the fans of each club in the match, which is (70% for the host club and 30% for the guest club), unless both teams agree otherwise.

    • 7/1 To observe the principles of fair play and sportsmanship.

    • 8/1 To ensure that unauthorized persons are not present inside the stadium and in the changing rooms.

    • 9/1 To bear responsibility for the conduct of its players, officials, and fans, and any person representing the club throughout the competition.

    • 10/1 To guarantee that none of its players or officials participate in any activity that may harm or affect integrity.

    • 11/1 To submit the match starting list and the official list of officials in accordance with the procedures and times stipulated in these regulations.

    • 12/1 To accept all arrangements made by the federation.

    • 13/1 To attend and participate in all official activities and events, including but not limited to any technical or organizational meeting, press conferences, media and marketing activities, and celebrations in accordance with the instructions issued by the federation.

    • 14/1 To provide the federation, within the timeframe specified, with statistics and images of the players and officials affiliated with the club, as well as information related to the club and any other data requested by the federation.
      15/1 In the event of an official awards ceremony held by the federation or any other party approved by it, all selected players and officials must attend the ceremony, and the club shall bear responsibility in case any of them fail to attend.
