Article (1): Manufacturing and Supply Requirements
The manufacturer within the Kingdom or the importer from outside it is obligated to comply with the relevant technical regulations issued by the Saudi Standards, Metrology and Quality Organization.

1- It is required before importing heavy equipment that it has a valid conformity certificate from an accepted conformity assessment body by the Saudi Standards, Metrology and Quality Organization through the Saber platform.
2- A customs card must be issued for categories of mobile heavy equipment that are used on roads and are subject to traffic regulations.
3- The import of mobile heavy equipment and stationary heavy equipment is allowed, provided that its model does not exceed (15) years from the year of manufacture, calculated in a descending manner excluding the current year.
4- It must be ensured that the documents are accurate and match the chassis number (serial number) registered on the equipment, and that there is no scraping or alteration on the chassis number.
5- The import of heavy equipment under a legal agency is prohibited, and the agency is only used to complete the procedures.
6- A document proving ownership of the equipment (original form or certificate of origin certified by the competent authority for heavy equipment imported from the USA and Canada, and the bill of lading for those imported from Europe, and the export certificate for heavy equipment imported from Gulf countries and equivalent documents for other countries).
1- The import of heavy equipment is limited to companies and institutions with a commercial registration related to the field of heavy equipment, such as (selling and renting heavy equipment - contracting and construction - mining - agriculture - etc.).
2- Citizens are allowed to import heavy equipment for personal use, provided that it does not exceed the number of (2) heavy equipment within one year.
1- The import of any heavy equipment that does not meet the requirements of the relevant technical regulations issued by the Saudi Standards, Metrology and Quality Organization is prohibited.
2- The import of heavy equipment that has been submerged, involved in an accident, fire, overturning, or structural damage is prohibited according to the inspection results obtained by customs. In the case of an objection, the objector must provide three reports from accredited sources recognized by the relevant authorities.
3- The import of heavy equipment is prohibited if there is damage to the external structure of the equipment, unless such damage occurred at the port of arrival, in which case a certificate from the competent authority must be provided to prove this.
4- The import of heavy equipment that has been modified from right-hand drive to left-hand drive is prohibited.
5- The import of stolen heavy equipment is prohibited.
6- The import of heavy equipment that has had its chassis number and data tampered with is prohibited.
