Regulations Governing Tuition Fees in Private Schools

  • Minister of Education Decision No. (4400753504) dated 02/07/1444 AH

  • The Minister of Education, based on the powers granted to him by law and pursuant to the Council of Ministers Decision No. (237) dated 21/7/1433 AH, which stipulates that the Ministry of Education shall review the tuition fees set by private schools in accordance with the regulations established by the Ministry in this regard, and after reviewing the Regulations for the Organization of Private Schools issued by the Council of Ministers Decision No. (1006) dated 13/8/1395 AH, and its amendments, and the rules regulating tuition fees in private and international schools in the Kingdom issued by Ministerial Decision No. (102665) dated 16/7/1439 AH. And for what the public interest requires.

  • It is decided as follows:

    • First: The role of the Ministry of Education and the concerned committees shall be limited to reviewing the regulations governing tuition fees, preparing a comprehensive database of private schools and their fees in the Kingdom, receiving complaints related to this matter and studying them, and setting the necessary procedures to protect the rights of the student, the school, and the guardian.

    • Second: Approval of the regulations governing tuition fees in private schools in the attached format.

    • Third: This decision cancels Circular No. (72366) dated 12/7/1442 AH.

    • Fourth: This decision shall come into effect from the date of its issuance and shall cancel all previous decisions and any conflicting provisions on its subject matter.

    • Fifth: This decision shall be communicated to all concerned for implementation and enforcement, and its original shall be sent to the General Private Education Agency.

Article 1

Article 2

  • 1- A committee shall be formed in the Ministry by a decision of the Minister, concerned with reviewing the regulations governing tuition fees for private schools, and shall be responsible for the following:

    • A- Reviewing the level of compliance of private schools in registering their tuition fees and any changes that occur through the website referred to in Article Four.

    • B- Reviewing the level of compliance of private schools in notifying parents of any changes to the tuition fees at least one year before the start of the academic year.

  • 2- Submitting an annual report to the Minister, including the extent of annual changes in the level of tuition fees at schools, justifications for the changes, recommendations, and proposed remedies.

Article 3

  • The main committee convenes in the presence of the majority of its members, and its decisions are issued by a majority of the votes of the attending members. In the event of a tie, the side that the president of the committee voted for prevails.

Article 4

  • 1- The school is obligated to register its tuition fees, the date of their enforcement, and any changes to them through the Private Education Portal at the electronic link for the tuition fee program (http://fef.moe.gov.sa), and in all cases, the school must determine and register the tuition fees through the portal at least one year before the start of the academic year. Any modifications to the fees after that period will not be considered valid, and they may not be increased during the academic year.

  • 2- The Ministry of Education publishes a list of tuition fees for schools on its website, which serves as the reference in case of any disputes.

Article 5

  • The Committee shall have a secretariat formed by a decision of its Chair, and it shall undertake the following tasks:

    • A- Preparing the annual report on the Committee's work.

    • B- Providing technical and administrative support to the Committee and preparing everything related to its meetings and activities.

Article 6

  • The school that does not comply with these regulations shall be dealt with in accordance with the provisions contained in the Regulation for Organizing Private Schools issued by the Council of Ministers Decision No. (1006) dated 13/8/1395 AH.

Article 7

  • The Committee reviews these regulations every two years and presents them to the authorized person for amendment - if necessary - in accordance with what the public interest requires.

Article 8

  • These regulations are approved by the Minister.

Article 9

  • These regulations shall come into effect from the date of their approval.
