Psychotropic substances

  • First:

  • Schedule Two includes psychotropic substances and is divided into five categories as follows:

    • 1‏- Category (A) includes the psychotropic substances listed in Schedule One to the 1971 United Nations Convention.
    • 2‏- Category (B) includes the psychotropic substances listed in Schedule Two to the 1971 United Nations Convention.
    • 3‏- Category (C) includes the psychotropic substances listed in Schedule Three to the 1971 United Nations Convention.
    • 4‏- Category (D) includes the psychotropic substances listed in Schedule Four to the 1971 United Nations Convention.
    • 5‏- Category (E) includes psychotropic substances controlled domestically in the Kingdom of Saudi Arabia.
  • Second:

  • Categories (A, B, C, D) in Schedule Two referred to above are known as the Green List, issued by the International Narcotics Control Board.

  • Third:

  • Category (A) of Schedule Two may not be imported, exported, produced, manufactured, used, traded, distributed, prescribed, or possessed by any means whatsoever, and its use is limited solely to medical and scientific research after obtaining the approval of the Drug Sector of the Saudi Food and Drug Authority.

  • Fourth:

  • The following psychotropic substances:

    • FENETYLLINE -1
    • METHAQUALONE -2
    • SECOBARBITAL -3
  • Listed in Category (B) of Schedule Two may not be imported, exported, produced, manufactured, used, traded, distributed, prescribed, or possessed by any means whatsoever, and their use is limited solely to medical and scientific research after obtaining the approval of the Drug Sector of the Saudi Food and Drug Authority.

  • Fifth: The following psychotropic substances:

    • EPHEDRINE -1
    • ETHANOL- 2
    • NOREPHEDRINE -3
  • Listed in Category (E) of Schedule Two, if in pharmaceutical form and intended for medical treatment, shall be subject to control, and the provisions of the Law of Combating Narcotics and Psychotropic Substances shall apply thereto. Pharmaceutical preparations in which one of these substances is an ingredient shall not be subject to control, and the provisions of the Law of Combating Narcotics and Psychotropic Substances shall not apply thereto; however, they shall be subject to the Law of Pharmaceutical Preparations and Installations and its Implementing Regulations.

  • In all other cases, the provisions of the Law on the Management of Chemical Substances, issued by the honorable Council of Ministers Decision No. (143) dated 14/‏6‏/1427 AH, and ratified by the esteemed Royal Decree No. (M/38) dated 16/‏6‏/1427 AH, shall apply thereto.

  • Sixth:

  • Pharmaceutical preparations containing a narcotic substance and a psychotropic substance shall be treated as a narcotic substance.

  • Seventh:

  • Standard substances containing narcotic substances or psychotropic substances shall be treated in the same manner as the substance they contain.

  • Eighth:

  • Reagents for narcotic substances and psychotropic substances shall not be subject to control, and the provisions of the Law of Combating Narcotics and Psychotropic Substances shall not apply thereto. They shall be treated as ordinary reagents, and their clearance shall be effected through the Medical Devices and Products Sector of the Saudi Food and Drug Authority.

  • Ninth:

  • It is prohibited to bring in, import, export, produce, manufacture, extract, prescribe, convert, obtain, possess, hold, sell, purchase, distribute, deliver, receive, transport, barter, consume, mediate in, facilitate the consumption of, donate, finance, or supply any compounds containing cannabidiol (Cannabidiol (CBD)) extracted or prepared from herbal sources by any means whatsoever. This shall not apply to compounds manufactured entirely by chemical means, provided that they are:

    • 1‏- Free of any components containing narcotic substances or psychotropic substances listed in the Schedules, at any concentration whatsoever and without exception, including tetrahydrocannabinol ((Tetrahydrocannabinol (THC).
    • 2‏- Supported by analysis reports issued by laboratories accredited by the Authority, demonstrating that the product does not contain any substance listed in the Schedules, using approved analytical methods with sufficient sensitivity to detect trace compounds.
    • Pharmaceutical preparations containing compounds that contain cannabidiol (Cannabidiol (CBD)) extracted or prepared from herbal sources and having an approved medical claim shall be excluded, and the provisions of the Law of Combating Narcotics and Psychotropic Substances shall apply thereto.
  • Tenth:

  • It is prohibited to import Gamma-butyrolactone (GBL), export it, produce it, manufacture it, use it, trade in it, distribute it, prescribe it, possess it, or sell it by any means whatsoever, except for the following:

    • 1‏- The packaged, compounded final product prepared for use, one of whose ingredients is (GBL).
    • 2‏- Entities licensed for scientific, research, industrial, or commercial purposes, where the substance or product is subject to the Law on the Management of Chemical Substances.

Chemical precursors

  • The Third Schedule includes chemical precursors and is divided into two categories as follows:

    • 1‏- Category (A) includes the chemical precursors listed in Table One of the 1988 United Nations Convention.
    • 2‏- Category (B) includes the chemical precursors listed in Table Two of the 1988 United Nations Convention.

Seeds and Plants

The Fourth Schedule includes prohibited plants and seeds, and any part thereof, at all stages of their growth and in whatever form they are or may be found.
