1- This charter establishes the First Division League for Professionals, which is a sports association representing the member clubs collectively and operates under the umbrella of the federation.
2- The association enjoys legal personality and administrative and financial independence in order to exercise the powers assigned to it according to this charter.
3- The duration of the association is unlimited.
4- The headquarters of the association is located in Riyadh, and it may not be relocated outside the city except by a decision of the Board of Directors taken by an absolute majority, and it shall not come into effect until ratified by the General Assembly during a regular meeting by an absolute majority.
5- The logo of the association consists of a yellow square surrounded by green triangles, with a name in green at its center, or any mark decided by the Board of Directors by an absolute majority.
6- The name of the association in English is First Division League, and its trademark is FDL or any mark decided by the Board of Directors by an absolute majority.
7- The name and logo of the association, along with any of its trademarks, in addition to the league logo and its trademark (if any), shall be registered with the relevant authorities for the protection of intellectual property at the national level.
The association works to achieve the following objectives
A- Manage and organize the First Division League competition in accordance with this charter and the competition regulations, in addition to the relevant regulations and circulars issued by the federation and FIFA
B- Ensure the organization, operation, and transfer of competition matches within the stadiums in an ideal sporting, media, and audience atmosphere by utilizing the best available means and technologies in terms of organization, infrastructure, security, safety, equipment, and television broadcasting, in coordination with the relevant authorities
C- Increase the revenues of the association and clubs by entering into various types of commercial contracts and protecting the investment rights of television broadcasting for the competition matches and all related intellectual property rights or those related to the clubs collectively
D- Develop the investment environment for the First Division League competition with the aim of encouraging commercial entities to invest in member clubs
E- Contribute with the federation and the Ministry of Sport in developing the capabilities of all game elements, including administrators, specialists, players, organizers, and match officials through lectures, workshops, and seminars
F- Raise awareness of the importance of club participation and their affiliates, as well as commercial contractors, in social responsibility programs in line with the federation's strategy in that area
G- Cooperate with the federation and the Saudi Professional League Association to develop the technical and sporting level of the competition and increase its audience and media following
H- Support and finance any activities or events that would lead to the development of professional football revenues, whether in the medium or long term
I- Defend the financial and moral interests of professional football at all times and under any circumstances
1- When dealing with government institutions, local and international organizations, associations, gatherings, and individuals, the association commits to political and religious neutrality in accordance with the principles and objectives of FIFA, the Asian Football Confederation, and the federation.
2- The association fights all forms of discrimination in football, and any act that insults the dignity of any other person or group of persons or club through words, gestures, professional or racial actions, or that diminishes their worth based on race, color, ethnicity, nationality, social origin, gender, disability, language, financial status, place of birth, or any other reason is considered discrimination.
3- The association is committed to supporting the community and humanitarian values that underpin sports practice in general and football in particular, taking into account the nature of Saudi society.
4- The association commits to respecting the provisions of this charter and the regulations of the federation that are duly adopted, as well as all FIFA and Asian Football Confederation regulations related to its area of competence, and it also commits to respecting the laws in force in the Kingdom.
5- The association works to establish sports justice among all clubs participating in the league and to uphold the highest levels of integrity and transparency in all its dealings and tasks.
6- The association is responsible for enforcing the necessary preventive measures to combat bribery, unlawful influence on match results and betting, abuse of power, as well as the use of performance-enhancing drugs and other prohibited substances.
The Arabic language is the Official Language of the association, and all transactions, meeting minutes, circulars, decisions, regulations, official statements, and correspondence are drafted in it. The English language may be used when necessary, and in case of any discrepancies between the two versions, the text written in Arabic shall prevail.
1- The association works in coordination with the federation to develop professional football in the Kingdom and collaborates with the federation to implement its programs, particularly regarding arbitration issues, national teams, and the formation of specialist cadres.
2- The federation acknowledges and ensures that the association enjoys exclusive ownership of all commercial, marketing, broadcasting rights, and intellectual property rights related to the first division league and their investment within or outside the Kingdom, in accordance with the applicable laws and regulations.
3- The association is committed to respecting all agreements made by the federation with its partners regarding the exploitation of the federation's commercial rights, and the association is also obliged to coordinate with the federation to avoid any impact on the proper conduct or organization of the competitions held under the direct supervision of the federation.
4- The judicial committees of the federation are responsible for adjudicating all disciplinary and ethical matters related to the association's competitions, except for those explicitly excluded by a clear text, and the committees shall make any decisions or measures according to the rules and procedures stipulated in the federation's bylaws and the relevant regulations.
5- The continental committees of the federation cooperate with the association, each within its jurisdiction according to the federation's bylaws and the relevant regulations, in all common matters such as player registration during annual periods and club licensing, for example.
6- No amendments to these bylaws shall come into effect except with the approval of the federation's board of directors.
7- The electoral regulation, competition regulation, and commercial and marketing regulation of the association, along with any amendments to them, shall not come into effect except after being approved by the federation's board of directors.
8- The association and the federation may sign a memorandum of understanding for a period of no less than (3) years, in which the axes and mechanisms of cooperation, joint projects, licensing issues, and technical matters are agreed upon.
