Internal Regulations of the Ministerial Council of the Cooperation Council for the Arab States of the Gulf

Article 1

  • 1- This law is called "The Internal Regulations of the Ministerial Council of the Cooperation Council for the Arab States of the Gulf" and includes the rules for its convening procedures and the exercise of its functions.

  • 2- The following terms in this law have the meanings indicated opposite each of them:

  • Cooperation Council: Cooperation Council for the Arab States of the Gulf.

  • Charter: Charter of the establishment of the Cooperation Council for the Arab States of the Gulf.

  • Supreme Council: Supreme Council of the Cooperation Council for the Arab States of the Gulf.

  • Council: Ministerial Council of the Cooperation Council for the Arab States of the Gulf.

  • Trustee General: General Secretary of the Cooperation Council for the Arab States of the Gulf.

  • General Secretariat: General Secretariat of the Cooperation Council for the Arab States of the Gulf.

  • President: President of the Ministerial Council of the Cooperation Council for the Arab States of the Gulf.

Article 2: Representation of States

1- The Ministerial Council is composed of the Foreign Ministers of the member states, or their representatives from the ministers.

2- Each member state shall provide the General Secretary with a list containing the names of the members of its delegation at least one week before the convening of each regular session of the Council. As for extraordinary sessions, this should be done three days before the session is convened.

Article 3: Convening

1- The Ministerial Council decides at each meeting the location of its next session.

2- The General Secretary, in consultation with the member states, determines the location of extraordinary sessions.

3- If special circumstances arise that do not allow for a regular or extraordinary session to be held at its designated location, the General Secretary shall notify the member states and, in consultation with them, determine an alternative location for the session.

Article 4: Regular Sessions

1- The council convenes in a regular session once every three months.

2- The General Secretary determines the date of the opening of the session and proposes its closing date.

3- The General Secretary sends an invitation letter to the member states to attend the regular sessions of the council at least fifteen days before they convene, specifying the date of the session, its location, and attaching the agenda of the session with explanatory memoranda and other documents.

Article 5: Extraordinary Sessions

1- The council convenes in extraordinary sessions at the request of any member state and the support of another member.

2- The General Secretary sends an invitation letter to the member states to attend the extraordinary session of the council, accompanied by a memorandum including the request of the inviting state.

3- The General Secretary specifies in the invitation letter the location of the session, its opening date, and its agenda.

Article 6

1- The Council holds extraordinary sessions by its decision, and in this case, the agenda of the session, its date, and venue are determined.

2- The General Secretary sends an invitation letter to the member states to attend the extraordinary session of the Council, accompanied by a memorandum that includes the Council's decision in this regard, specifying the location of the session, its opening date, and its agenda.

3- The extraordinary session is held within a maximum of five days from the date of the invitation.

Article 7

Matters not related to those for which the extraordinary session was convened shall not be included in the agenda.

Article 8

  • The General Secretary prepares a draft agenda for the regular session of the Council, and this draft includes the following:

    • 1- The General Secretary's report on the activities of the Cooperation Council.

    • 2- Issues referred to it by the Supreme Council.

    • 3- Issues that the Council has previously decided to include in its agenda.

    • 4- Issues that the General Secretary deems appropriate to present to the Council.

    • 5- Issues proposed by the Member State.

Article 9

Member states direct their proposals to the General Secretary regarding the issues they wish to include in the Council's agenda at least thirty days before the regular session convenes.

Article 10

Member states and the Secretary-General may request the inclusion of additional matters in the draft agenda of the Council, at least ten days before the scheduled start date of the regular session. These matters are included in an additional agenda sent with its documents to the member states at least five days before the session date.
