1. Preamble

2.1 The Main Document

  • This document must be read in conjunction with the Guideline 01: The Main Document, which addresses all definitions and standards used in the set of evidence and guiding documents.

2. Introduction

1.2 Purpose

  • The purpose of this guide or this advisory document is to clarify for railway license holders and license applicants the fees and costs imposed by the Transport General Authority in exchange for performing its duties. The guide also provides information about the timing and due date for payment of fees and the method of payment.

2.2 Scope

  • This guide applies to license holders and applicants for:

    • - Railway operation licenses.

    • - Licenses for operating railway freight facilities.

  • Future changes intended to be introduced to the executive regulations for railway transport may lead to an expansion of the scope of work, which may necessitate the reissuance of this guide in light of this possibility.

  • All monetary values stated are in Saudi Riyals.

  • All time measurements are based on the Gregorian calendar, which consists of 365 days (366 in a leap year).

3. Railway Operating License Fees

  • The railways in this document are classified according to their size, capacity, and degree of complexity, and this classification is solely for the purpose of determining the fees imposed by the Transport General Authority. These categories have no other meanings or contexts.

  • Train operators are classified from category (A to E), while infrastructure managers are classified from category (F to J).

  • The graduated fee scale reflects the risk profile of the licensed entity and the extent of the size and complexity of the claim, as well as the time taken by the authority to review the claims and conduct field visits, inspections, and so forth.

2.3 Classification of Train Operators and Infrastructure Managers for Operating Licenses

  • In Tables 2 A and 2 B, the railways are classified in the highest range defined for each definition.
