Regulations on Professionalism, Player Status, and Transfers

Chapter 1: Definitions

Article 1: Definitions

  • The following terms and phrases, wherever mentioned in this regulation, shall have the meanings indicated opposite each of them, and the reference to the singular shall apply to the plural and vice versa, unless the context requires otherwise:

    • Kingdom: Kingdom of Saudi Arabia.

    • Union: Saudi Arabian Football Federation (SAFF).

    • Council: Board of Directors of the Saudi Arabian Football Federation.

    • International Federation: International Federation of Association Football (FIFA).

    • Law: The charter of the Saudi Arabian Football Federation.

    • Regulation: Regulation of Professionalism and Player Status and Transfers.

    • Committee: Committee of Professionalism and Player Status at the Saudi Arabian Football Federation.

    • Chamber: Dispute Resolution Chamber at the Saudi Arabian Football Federation.

    • Club: A sports institution with legal personality or a company officially licensed by the competent authority to practice football and a member of the federation or a member of a league participating in competitions with at least one team.

    • Previous Club: The club from which the player is transferred.

    • Current Club: The club in which the player is registered.

    • New Club: The club to which the player is transferred, whether inside or outside the Kingdom.

    • Current Federation: The federation to which the current club belongs.

    • New Federation: The federation to which the new club belongs.

    • Game: The game of football.

    • Player: The player registered in any club affiliated with the federation, in amateur or professional status.

    • Player Under Training: The player included in the scope of entitlement to training compensation.

    • Agent: A natural person licensed by the international federation to perform and execute football-related services on behalf of or for the benefit of a client; including any negotiation or communication regarding the conclusion of a transaction or preparation for it or any other related activity for the purpose and/or with the aim and/or with the intent of concluding it.

    • Administrators: Board of Directors and employees in the club.

    • Director of Professionalism and Player Status: The natural person authorized to communicate with the Committee of Professionalism and Player Status at the Saudi Arabian Football Federation on behalf of the club to complete all procedures related to the player.

    • Third Party: Another party other than the two clubs between which the player is transferred, or any previous club where the player was registered.

    • Protected Period: A period of three full seasons, or three years, whichever comes first, starting after the contract comes into effect if signed before the professional player reaches 28 years old, and a period of two full seasons, or two years, whichever comes first, starting after the contract comes into effect if signed after the professional player reaches 28 years old.

    • Academy: An organization or independent legal entity licensed by the competent authority in the Kingdom for the purpose of training players, by providing the necessary facilities and infrastructure for that.

    • Registration Period: The period determined by the federation for registering players pursuant to Article (twenty-nine) of this regulation.

    • Sports Season: A period of 12 consecutive months determined by the federation during which its official competitions such as local league championships and local cup competitions are held.

    • Competition Period: The period starting with the first official match of the local league championship or local cup competition, whichever comes first, and ending with the last official match played within those competitions.

    • Trial Period: A temporary period during which the unregistered player is subject to evaluation by that club.

    • Annual Circular: The circular issued by the committee annually before or during the sports season and complements the regulation until its validity expires.

    • Circulars: Periodic instructions issued by the federation.

    • National Team: All national teams under the supervision of the federation.

    • Monthly Salary: The financial compensation received by the professional player at the end of each Gregorian month, including housing allowance, transportation allowance, and any other allowance.

    • Compensation for Training: The amount paid to the club and/or clubs and/or academies that trained and educated (and developed) the player during the age stage between (12-21) years.

    • Domestic Transfer Matching System (DTMS): An electronic system aimed at facilitating the process of player transfers between local clubs and ensuring the matching of data of players registered in those clubs, in addition to improving transparency and information flow.

    • International Transfer Matching System (ITMS): An electronic system aimed at facilitating the process of player transfers between local clubs and foreign clubs and ensuring the matching of data of players registered in those clubs, in addition to improving transparency and information flow.

    • Minor Player: The player who has not reached the age of eighteen Gregorian years.

    • Professional League Associations: Professional League Associations: Represent the Saudi Professional League Association, the Saudi First Division League Association, and the Saudi Second Division League Association, responsible for organizing and managing the professional league.

    • Arbitration Center: Saudi Sports Arbitration Center.

    • Addressees of this Regulation: Clubs, players, agents, directors of professionalism and player status, and administrators in the club.

    • Consecutive Transfer: The process of transferring the same player twice consecutively linked to each other, at the local or international level, including registering the same player with the middle club to circumvent the application of relevant regulations or laws and/or defraud another person or entity.

Chapter 2: Objectives of the Regulation and Scope of Application

Article 2: Objectives of the Regulation

  • This regulation has the following objectives:

    • 1. Establish rules and regulations governing the relationship between players, coaches, agents, and clubs.

    • 2. Regulate the status of players and their transfers between clubs.

    • 3. Promote the culture of professionalism and its requirements among players, coaches, agents, and clubs.

    • 4. Organize the organizational structure and the competencies of the committee responsible for making decisions related to the objectives and procedures to be followed before that committee.

    • 5. Regulate and monitor players' wages.

Article 3: Scope of Application of the Regulation

  • 1. The regulation is the main reference for the rules governing the status of players and their eligibility to participate in tournaments organized by the federation or professional league clubs associations.

  • 2. It is the main reference for the registration of players and their transfers between local clubs.

  • 3. It sets and includes the rules related to the resolution of disputes between each of the following:

    • A- Clubs.

    • B- Clubs and players.

    • C- Clubs and coaches.

    • D- Clubs and agents.

    • E- Players and agents.

  • 4. The provisions of this regulation apply exclusively to disputes with a local dimension.

Chapter 3: The Committee, Its Formation, Jurisdictions, and Decisions

Article 5: Committee Meetings

  • 1. The President presides over the Committee meetings.

  • 2. In the absence of the President, the Vice President presides over the Committee meetings.

  • 3. The Committee President sets the dates of its meetings, ensures the execution of all tasks, and submits a report to the Board of Directors.

  • 4. The Committee meetings are valid with the presence of the majority of members, including the President or his deputy.

  • 5. The Committee meetings are held at its headquarters in the Union or through telephone communications, video conferences, circulation, or any other means of communication whenever necessary, upon the invitation of its President or his deputy in his absence.

  • 6. The Committee makes its decisions by majority, and in the event of a tie, the side with the President prevails.

Article 6: Jurisdictions of the Committee

  • The committee is responsible for the following:

    • 1. Monitoring the implementation of the provisions of this regulation and considering all disciplinary matters related to those addressed by this regulation and making decisions regarding them.

    • 2. Adjudicating complaints mentioned in Article (Eight) of the regulation, which arise between those addressed by this regulation concerning the application of its provisions.

    • 3. Issuing an annual circular before the start of the sports season, with the right to amend or add to it, and it shall be an integral part of this regulation, provided that the circular includes the dates of the registration periods and their requirements.

    • 4. Determining the status of players in various competitions organized by the federation or the professional clubs association.

    • 5. Approving contract templates.

    • 6. Reviewing registration requests or requests to amend, renew, or settle contracts, and approving them.

    • 7. Imposing the penalties mentioned in Chapter (Twenty-Two) of the regulation on those addressed by this regulation in cases where it is proven that they violated this regulation or the decisions or annual circulars or circulars.

    • 8. Making any amendments to the regulation and submitting them to the council for approval.

    • 9. Licensing for professional managers and player status.

Article 7: Secretariat of the Committee

  • 1. The union provides the necessary number of committee secretaries, and the committee chairman organizes their work.

  • 2. The committee secretariat is responsible for organizing the committee's minutes and having them signed by the members, as well as any tasks assigned within the committee's jurisdiction.
