Based on the powers granted to him by law
After reviewing the Council of Ministers Decision No. (902) dated 30/12/1444 AH corresponding to 18/7/2023 AD, approving the establishment of the center according to its organizational arrangements and including item (Third / 1) of the decision that violations related to the center’s competencies shall be determined by the center, and penalties shall be imposed in agreement with His Excellency the Minister of Municipal and Housing Affairs.
After reviewing the Center’s Board of Directors Decision No. (39) dated 12/5/1447 AH corresponding to 3/11/2025 AD, approving the regulations for monitoring and compliance for infrastructure projects in Riyadh Region (second edition) and authorizing us to complete the legal procedures and issue the necessary executive decisions and how to apply them.
After reviewing the decision of His Excellency the Minister of Municipal and Housing Affairs No. (1/4700303048) dated 20/6/1447 AH corresponding to 11/12/2025 AD, which includes approval of our request to specify violations and penalties for infrastructure works and projects in Riyadh Region and include them in the municipal violations schedule.
It is decided as follows:
First: Approval of the updated schedule of violations and penalties for infrastructure works and projects in Riyadh Region agreed upon with the Minister of Municipal and Housing Affairs according to the annexes attached to the regulations
Second: Category (One) penalties shall be applied according to the classification of the Tiers within the administrative boundaries of the region on public utility routes outside the urban area
Third: The “Regulations for Monitoring and Compliance for Infrastructure Works and Projects in Riyadh Region, Edition No. (2.0), and its annexes” shall be published in the Official Gazette and on the center’s website, in the format accompanying this decision.
Fourth: The regulations referred to in item (Third) shall come into effect after (60) days from the date of their publication in the Official Gazette.
Fifth: The CEO of the center shall take the necessary measures to implement and notify for enforcement accordingly.

Regulations for Oversight, Compliance, and Licensing of Infrastructure Project Works in the Riyadh Region
Article 1: Terms and Definitions
Article 2: Supervision and Imposition of Penalties
The center is responsible for monitoring violations and imposing penalties resulting from violations of the regulatory and technical requirements and conditions for practicing infrastructure business activities and projects in the region according to the schedule.

Article 6: Appeal
1- The violator may submit an appeal to the Appeals Committee against the decision to impose the penalty issued against him within a period not exceeding sixty (60) days from the date of notification through the designated means.
2- The penalty or any enforcement procedures shall not be executed until the expiration of the appeal period specified in this article or until the Committee issues a decision on the appeal, whichever is earlier.
3- It is permissible to appeal the decision issued by the Appeals Committee before the competent Administrative Court in accordance with the provisions of the relevant laws and regulations.
Article 7: Final Provisions
1- The Center may delegate the tasks of monitoring violations to the private sector in accordance with the relevant regulatory procedures.
2- The Center may issue periodic reports indicating the compliance of entities operating in infrastructure works and projects in the region.
3- The Center may interpret any of the provisions of these regulations and their annexes, review them periodically, and amend them by deletion or addition.
4- These regulations shall replacethe Regulations for Monitoring, Compliance, and Licensing for Infrastructure Project Works in the Riyadh Region issued by the Center's Board of Directors Resolution No. (11)dated 20/7/1445 AH corresponding to 1/2/2024 AD, Copy No. (1).
