1- Conducting regular follow-up operations for those who have been transferred to work at the establishments and for whom no results have been received regarding their status - this is to be done after a period of seven days from the date of delivering the nomination letter - as well as verifying their employment status and recording that in their data in the system.
2- Updating the data on job seekers and vacant positions that have not been filled after the expiration of their vacancy date or for which six months have passed without any nominations, and ensuring whether they remain vacant or not.
1: Preparing semi-annual reports with quantitative and qualitative information about registered job seekers and their data, as well as those who are employed and those who could not be employed, and about the vacant positions according to their professional categories.
2: Coordinating with the relevant authorities for financial support for employment as well as those specialized in training to facilitate the integration of job seekers into the workforce.
3: Coordinating and exchanging information about job seekers and vacant positions with employment units in other regions and governorates to facilitate the integration and movement of job seekers to fill available positions.
4: Receiving the report sent by the employer regarding the status of work, its conditions, nature, and the expected increase or decrease in work during the following year from the date of the report in accordance with paragraph four of Article twenty-five.
5: Providing opinions on requests for the recruitment or transfer of services of foreign labor or modifying their professions and verifying the unavailability of Saudi job seekers who can fill the available positions.
6: Carrying out the tasks and procedures related to what is assigned to it.
1- The type of work performed by the Employee.
2- The qualifications of the Employee, their specialization, and the training courses they have received.
3- The start date of the Employee's service.
4- Coordination with the relevant authorities to assess the skills of job seekers to obtain professional examination certificates for professions for which they do not have accredited certificates of proficiency, or to obtain an appropriate skill level in those professions, and to issue the necessary certificates according to the regulations followed by those authorities in this regard, in accordance with forms (25/2) and (25/3).
5- Receiving and registering the information received from employers in accordance with paragraph three of Article twenty-five of the Law and following up on obtaining it during the month of Muharram each year, in accordance with form (25/4).
6- Ensuring that establishments apply the prescribed Saudization rates for activities and issuing the necessary certificates for that in accordance with form (25/1).
1- The applicant for the License must be of Saudi nationality, whether a natural or legal person. If the applicant is a natural person, the following conditions must be met:
A- He must be at least (25) years old.
B- He must hold an educational qualification of at least a university degree or its equivalent.
C- He must declare, using a form prepared by the Ministry, that he has not previously been convicted in a case or crime that undermines honor, trust, or good conduct, unless he has had his honor restored.
2- The application for the License must be submitted using the form (30/1) prepared by the Ministry to the relevant Labor Office (Employment Units), accompanied by documents that support the accuracy of the information mentioned in the above paragraph, along with a detailed proposal for the office's plan on how to conduct the activity.
3- The capital of the applicant for the License must not be less than one hundred thousand Riyals.
4- The License is issued by the Undersecretary of the Ministry of Labor for Labor Affairs for a period of two years, renewable. The renewal application must be submitted to the relevant Labor Office two months before its expiration date, accompanied by any required documents.
1- The licensee must conduct the activity in a location independent of any other activity.
2- If the licensee is dedicated to managing the office, he must appoint a member of his office staff to carry out the office's work during his absence; this procedure does not exempt the licensee from responsibility for violating these provisions.
3- If the licensee appoints a responsible manager, the manager must be a Saudi national dedicated to working in the office, and must meet the same conditions mentioned in (1/2). The relevant labor office must be notified in writing of the name of that manager within a week of his appointment, and the same applies in the case of changing the responsible manager to another person.
4- All activities in private employment offices are restricted to Saudi nationals.
5- The office's name, the owner's name, and the license number must be recorded in all office publications and stamps.
6- The licensee must use the Saudi classification and occupational description guide, as well as the approved economic activity guide, in his work.
7- The licensee must provide the relevant labor office with any data or documents it requests, within the timeframe specified by the office.
The office must prepare the following records and files:
1- A register to record the claims submitted by establishments.
2- A register to record the claims submitted by job seekers, the names of the establishments they have been attached to, their activities, and any other necessary data.
3- A financial record to document the income and expenses of the office.
4- A special file for each establishment to retain the claims submitted by them.
1- The office is not allowed to mediate in the employment of non-Saudis, whether from within the Kingdom or from outside it.
2- The office is prohibited from opening a branch in the same city or in another city without the approval of the Ministry of Labor. In the case of approval, the branch must meet all the required conditions of the asset and comply with the duties and prohibitions mentioned.
3- The office is prohibited from obtaining any amounts for itself or for others in the field of its services outside what is stipulated in this regulation.
