1. These rules aim to establish the minimum requirements that the issuing entity must adhere to when issuing and operating credit cards; in order to enhance disclosure, transparency, and fair practices, in addition to reducing credit risks.
2. These rules apply to the issuing entities.
The issuing entity is prohibited from issuing a credit card without receiving an explicit request from the client through any of the documented channels, taking due diligence measures towards them, inquiring about their credit record, in addition to assessing their creditworthiness by following a scientific method and clear, written standards and procedures in accordance with the relevant legal provisions and best practices in this field.
The issuing entity must notify the client via SMS when accepting or rejecting their credit card issuance request, within (3) business days from the decision, and the notice of rejection must include the reasons for it and the objection mechanism.
1. The issuing entity must notify the client of the issuance of the credit card via SMS when reissuing the credit card for any reason.
2. The issuing entity must enable the client to accept or reject the reissued credit card, and the client can be considered to have agreed to its issuance if they do not object within (14) days from the date of the notice or upon activating the card.
3. The reissued credit card must be of the same category, terms, conditions, fees, and costs as the first card, except if the card is issued at the client's request to upgrade the card to a higher category or downgrade the card to a lower category.
1. The issuing entity, after receiving a request from the client through any of the documented channels, may issue an additional credit card on the card he holds, in his name or in the name of another party called (the additional credit card holder), and the issuing entity must notify the client of his responsibility for all obligations arising from the use of this card.
2. The issuing entity must take due diligence measures towards the additional credit card holder and notify the client through any of the documented channels about the transactions conducted through the additional credit card. The client may also request to notify the additional credit card holder about the transactions conducted through the card.
The issuing entity is prohibited from issuing a credit card to customers under the age of (18) Hijri, except in the case where the card is an additional card in accordance with the requirements for issuing an additional credit card as stated in these rules.
1. The issuing entity must not allow the use of the credit card until it is activated by the client through any of the documented channels.
2. The issuing entity may not charge the annual fees for the credit card until it is activated by the client, and the issuing entity may cancel the card if it is not activated within (90) days from the date of issuance without imposing any fees for that, and with notifying the client via short message service "SMS" of the cancellation.
