Implementing Regulation of the Law on the Transport of Cash, Precious Metals, and Valuable Documents

Article 1

The following words and phrases - wherever they appear in the Regulation - shall have the meanings specified next to them unless the context requires otherwise:
Regulation: The Implementing Regulation of the system.
Competent Authority: The authority responsible for issuing licenses for public security activities.
Vehicle Crew: The team accompanying the transport vehicle, consisting of three individuals.

Article 2

The provisions of the Regulation apply in accordance with the provisions of the Money and Precious Metals Transfer and Valuable Documents Practice System to the following entities:
A- Financial institutions and companies operating in the Kingdom that require the nature of their work to involve the self-transfer of money, precious metals, and valuable documents without presenting them to others, such as: banks, exchange shops, or investment or insurance companies and institutions.
B - Precious metals factories in the Kingdom, their exhibitions, and their sales shops, in relation to the self-transfer of precious metals.
C - Saudi institutions and companies licensed to practice private civil guarding activities when providing the service of transferring money, precious metals, and valuable documents to those who request it for a fee.

Article 3: Procedures for Issuing or Renewing the License:

  • First: Applications for approval to issue a license to practice the activity or to renew it, and to issue or renew vehicle licenses from the entities mentioned in item (1) of Article Two of the Law, shall be submitted to the Public Security (the competent authority) along with the following documents:

    • 1) A letter addressed to the Director of Public Security including a request for approval to practice the activity of transporting money, precious metals, and valuable documents (self-submission or third-party submission), stating: the name of the entity requesting the license, the owner's full name, address, place of residence, mobile and telephone numbers, fax number, and P.O. Box.

    • 2) A clear copy of the national identity card.

    • 3) A copy of a valid license to practice the activity of private civil security guarding for companies and civil guarding institutions.

    • 4) Completion of the application form.

    • 5) A copy of a valid commercial register.

    • 6) Attach a receipt for the payment of the license renewal fees.

  • Second: The license applicant shall pay to the state treasury a fee of one thousand (1000) Riyals for each Hijri year (the license duration is three years) upon issuing the license and upon each renewal thereof, according to the following conditions:

    • 1) Issuance of a bank check from one of the banks operating in the Kingdom to the account of the Ministry of Interior / Public Security.

    • 2) Submission of proof of payment of the fees to the licensing authority.

Article 4

The Director of Public Security issues a License to practice the activity for a period of three years, renewable upon the approval of the Minister of Interior or his delegate. The License specifies the area or areas where the activity may be conducted. Upon its issuance, no partners may enter the company, nor may ownership be partially or fully waived without the approval of the Minister of Interior or his delegate. It is required that the same conditions that must be met for the issuance of the License are also met by the person to whom the ownership is waived. If the ownership of the company, institution, or entity is transferred partially or fully for any reason, including inheritance, the License must be renewed in accordance with the law.

Article 5

All entities holding a license to conduct activities are obligated to provide a valid insurance document for the duration of the activity license, issued by one of the insurance companies licensed to operate in the Kingdom, covering the value of all movable property.

Article 6

Previous Amendments

All entities holding a license to conduct activities must adhere to the following:
1) To notify one of the following entities: (Regional Police, Operations Rooms of Security Patrols, or Provincial Police Patrols, or Special Forces for Road Security, or any relevant security entity) about any transfer operation exceeding the value of the movable property amounting to (five hundred thousand Riyals) according to a daily schedule of trip data that includes detailed information about the trip or to report it before it begins with sufficient time of no less than three hours, whether the movable property is cash, precious metals, or valuable documents, using any means of communication, and not to stop except in emergency cases while adhering to the route, which may only be changed after coordination with security entities.
2) To follow one of the high-tech vehicle tracking systems via satellites or to have a security escort vehicle accompanying the transport vehicle within and outside the city from the beginning of the trip until its end, and not to stop the transport vehicle during the transfer process at any location or place for any purpose, except for stops according to traffic conditions.
3) To comply with the receipt and delivery of cash during the official working hours of banks, companies, and exchange institutions. During official state holidays, adherence must be to the instructions issued by the relevant authorities such as the Saudi Central Bank or the Ministry of Commerce and Industry.
4) The company or institution must notify the Public Security (Regional Police) of any contract it enters into, specifying the beneficiary entity and its address.
5) When transferring movable property (cash, precious metals, valuable documents) via air, sea, or land transport, the applicable regulations in the relevant transport authorities must be followed.

Article 7

The licensed entities concerning the activity of money transfer, the activity of precious metals transfer, or the activity of transferring valuable documents are subject to direct supervision by the relevant public security departments in the regions, and they have the right to inspect their main centers, branches, supervisors, guards, and vehicles at any time.
Without prejudice to the powers of other entities established by law.

Article 9

The employee must have completed the necessary training requirements at the centers approved by the General Directorate of Public Security. The costs of the training shall be borne by the company, institution, or entity to which the trainee belongs, according to the specific regulations. Employees in money transfer institutions and companies, as well as entities licensed to conduct such activities, are subject to the provisions of the Labor Law and the Social Insurance Law, along with their executive regulations, benefits, working hours, vacations, medical treatment, rewards, determination of responsibility, and penalties.

Article 11

The crew of the transfer vehicle used in the activity (composed of three individuals) is provided with the necessary weapons, and two individuals (the escort and the guard) from the crew are armed with firearms in accordance with the Weapons and Ammunition System and its executive regulations issued by Royal Decree No. (M/45) dated 25/7/1426 AH.

Article 12

  • First:

    • 1) The Director of Public Security or his delegate shall issue an independent License for each armored vehicle designated for the transport of cash, precious metals, and valuable documents belonging to the licensed entity after the issuance of its forms. All licensed entities may use armored vehicles designated for the transport of cash, precious metals, and valuable documents, not exceeding (300) three hundred vehicles for their entire fleet across all regions of the Kingdom. They may increase the number of vehicles after obtaining approval from the authorized person, provided that efficiency in execution is ensured and current operating contracts are in place.

    • 2) The import, manufacture, or modification of any armored vehicle for the purpose of using it to transport cash, precious metals, and valuable documents for any entity is prohibited unless approved by the Ministry of Interior (Public Security).

    • 3) Car dealerships and approved vehicle body manufacturers within the Kingdom must obtain a License from Public Security for the import, manufacture, or direct modification of the vehicle.

    • 4) All vehicles designated for the transport of cash, precious metals, and valuable documents that are imported, manufactured, or locally modified must be armored and comply with the following specifications and standards:

    • Armoring of vehicles must be complete from all sides and roofs with G4 bullet-resistant steel, with an internal heat-insulating fire-resistant padding between the vehicle body and the internal safe with all parties.

    • Armoring and Reinforcement Works:

      • 1) Reinforce the front doors from the inside and manufacture sections on the front doors, armor them, and install a coded or mechanical lock.

      • 2) Manufacture a G4 armored steel frame for the windshield and install it appropriately to the front of the vehicle.

      • 3) Manufacture a G4 armored steel frame for the front door glass.

      • 4) Secure and install bullet-resistant glass with a thickness of (40) mm for the windshield and the front side door glass, ensuring it is well-fixed to the G4 armored steel frame.

      • 5) Install an additional cooling fan between the radiator and the front grille.

      • 6) Armor the front fenders of the vehicle.

      • 7) Install a steel barrier between the driver's compartment and the rear compartment, equipped with a window that opens from the driver's compartment.

      • 8) Install a partition behind the driver (between the driver and the guard) with a window for communication with the driver for security reasons.

      • 9) Install a seat for the guard with a seatbelt for the partition.

      • 10) The rear compartment is equipped with a bullet-resistant safe.

      • 11) The interior of the safe is armored with G4 steel against bullets, oxidation, and rust.

      • 12) Manufacture and install a side door and a single-leaf rear door for the rear safe made of steel.

      • 13) Install heavy-duty hinges on the rear and side doors, along with additional coded locks for the front doors.

      • 14) Install two 12-volt fans in front of the guard's seat and the front compartment.

      • 15) Install one lighting bulb for the front compartment and two in the rear compartment.

      • 16) Install warning lights on the sides of the vehicle.

    • Floors and Roof:

      • 17) Roof: G4 bullet-resistant steel + heat and fire insulation.

      • 18) Floors: G4 bullet-resistant steel + heat and fire insulation.

      • 19) Create an opening in the roof of the guard's compartment measuring 50*50 cm for safety reasons.

      • 20) Secure and install two fire extinguishers for the front and rear compartments of each vehicle with a capacity of (6) kilograms.

      • 21) Install a mesh around the rear lighting (Stop Light).

      • 22) The exterior paint should be in the color and logo of the unit, while the interior should be painted with gray primer.

      • 23) Secure and install a first aid kit.

    • Gunports:

      • Two gunports, one in the guard's compartment and the second on the glass of the crew chief's door.

    • Tire Protection:

      • Tire protection with a Run Flat system, which allows the vehicle to traverse a danger zone at a speed of no less than 35 kilometers per hour for a distance of 30 kilometers.

    • Reinforce the brakes to withstand the increased weight after armoring.

    • Install a protective cover for the end of the exhaust pipe to prevent the entry of foreign materials.

    • Doors:

      • Completely secure the left door so that it cannot be opened.

      • The rear side door: equipped with a bullet-resistant glass window with a thickness of 40 mm (30×20 cm).

    • Air Conditioning:

      • Install a rear air conditioner in the guard's compartment.

    • Supports:

      • Design and install front and rear supports that match the shape and color of the vehicle.

    • 5) A circular yellow light warning device without a siren shall be placed on the exterior of the vehicle's cabin.

    • 6) Compliance with any new specifications issued by the Saudi Standards, Metrology and Quality Organization in the future regarding armored vehicles designated for the transport of cash, precious metals, and valuable documents.

    • 7) Install a vehicle tracking system in the licensed vehicles connected to operation rooms of the licensed entities, equipped with forced stop capability, or operate a vehicle accompanying the transport vehicle inside and outside the city.

    • 8) The General Traffic Department shall not issue driving licenses for armored vehicles transporting cash, precious metals, and valuable documents unless the entity to which the vehicle belongs has obtained a License to operate from the Ministry of Interior (Public Security).

    • 9) The transport vehicle shall not be used for purposes other than the licensed display.

    • 10) The licensed entities shall comply with the regulations and executive regulations issued by Public Security regarding modern technologies on transport vehicles.

  • Second: The sale of any armored vehicle designated for the transport of cash is prohibited unless approval is obtained from the Ministry of Interior (Public Security), provided that it is sold to an entity licensed to operate or destroyed at the expense of the entity to which the vehicle belongs.
