Regulations of Medical Services in Prisons

Whereas medical services, both preventive and therapeutic, are considered a fundamental factor in the work within prisons, therefore a Medical Department is established within the General Directorate of Prisons to supervise the implementation of medical services in prisons and to provide them with the materials regulating health services as well as health missions.

It is required to establish a clinic in every main prison and to develop it until it becomes a hospital equipped with the necessary devices to treat various cases, staffed with specialized doctors to treat different common diseases, along with the necessary health assistants, nurses, and equipment, and to provide it with all the necessary capabilities. One or more doctors shall be appointed in each prison, entrusted with the responsibility for health procedures that ensure the safety of the inmates' health, particularly their protection from epidemic diseases, monitoring the suitability of food, clothing, and items allocated to the inmates, their adequacy, and observing the cleanliness of workshops, dormitories, and all prison premises.

If the prison doctor is absent for any reason or no doctor is appointed, one of the Ministry of Health doctors shall be delegated to perform the duties assigned to the resident doctor, with the necessity for the delegated doctor to visit the prison daily to carry out the duties of the absent or unavailable doctor.

The prison doctor must inspect the prison and its facilities at least once daily, and must attend the prison on official holidays in urgent emergency cases. If there is more than one doctor in the clinic, work during holidays shall be on a rotational basis.

The doctor must personally record the data related to the ages of the inmates, their health conditions, injuries, disabilities, and diseases they suffer from, and provide appropriate treatment according to the health grades assigned to them.

The doctor must report his opinion in writing to the prison director in the doctor's report book regarding the request to isolate any inmate whom he believes to be infected with any contagious disease, or is suspected of being infected with such contagious disease. He must take the necessary health and preventive precautions to prevent the spread of any disease among the inmates.

In case of suspicion of an infectious disease condition inside the prison, the doctor must record this in the doctor's report book to notify the competent authorities at the location of the prison to take the necessary measures to protect the inmates from infection.

The doctor must vaccinate the inmates against smallpox and typhoid upon their admission to prison, as well as vaccinate the prison staff from time to time against smallpox and infectious and epidemic diseases.

If the doctor determines that there is harm to the health of any inmate due to the duration spent in solitary confinement or due to the nature of the work itself, he must notify the prison director in writing with the measures he deems appropriate in light of this harm, and the director must take the doctor's opinion into consideration in accordance with what the public interest requires.
