Law of Military Academies

Article 1

  • This law is called the Military Colleges Law and its provisions apply to the following colleges:

    • A) King Abdulaziz Military College.

    • B) King Faisal Air Academy.

    • C) King Fahd Security College.

    • D) Any college established in the future that the Council of Ministers decides to apply it to.

Article 2

Previous Amendments
  • The following phrases mentioned in this Law shall mean:

    • أ) Minister: The Minister of Defense and Aviation concerning King Abdulaziz Military College, and the Minister of National Guard concerning King Khalid Military College, and the Head of State Security concerning Naif Academy for National Security.

    • ب) College: Any of the military colleges mentioned in Article One.

    • ج) Dean of the College or its Director General: The officer entrusted with the management and leadership of the college, appointed in accordance with the provisions of this Law.

Chapter 1: Organization

Article 3

Each of the mentioned colleges is considered a military educational institution, and its mission is to educate and train the student to acquire the qualities that qualify him to be an officer in his field of specialization.

Article 4

  • The authorities that manage the college are:

    • أ) The Higher Council of the College.

    • ب) The College Council.

    • ج) The Leader of the College.

Article 5

The Higher Council of the College is composed of members of the Senior Officers Committee, the Commander of the College, and two members chosen by the Minister, with the Chair of the Senior Officers Committee serving as the President of the Council.

Article 6

  • The Higher Council of the College is the supreme authority that outlines its general policy. It has, in particular, the following powers:

    • A) Determining the number of students.

    • B) Approving the general educational curriculum.

    • C) Studying any proposals to amend this law.

    • D) Ratifying the internal regulations of the college.

    • E) Considering matters presented to it by the Chairman of the Council and deciding to include them in the agenda, and decisions shall not take effect until they are approved by the Minister.

Article 7

The College Council is composed of the College Leader as the Chair, the Assistant College Leader, the College Staff, and two members chosen by the Minister from among the faculty members of the college.

Article 8

  • The College Council is the authority responsible for implementing the general policy approved by the Higher Council and exercises the powers granted to it under this Law, and it has, in particular, the following:

    • A) Proposing the general educational curriculum.

    • B) Accepting new students who meet the admission requirements to the college stipulated in this Law.

    • C) Proposing the internal regulations of the college.

    • D) Proposing the college's budget project in preparation for its submission.

    • E) Preparing the annual report outlining the main observations faced by the college in educational, administrative, and financial aspects, along with the proposals the council deems appropriate, and submitting the report to the Higher Council.

    • F) Approving the student's evaluation at the end of the academic year or study stage based on exam results and competency reports.

    • G) Determining the start and end of the academic year, exam dates, school holidays, and vacations.

Article 9

The Higher Council of the College meets at least once a year at the invitation of its President. The College Council also meets at least once a month.
The President has the authority to call the Council to convene whenever necessary, and the meeting of the Council is not considered valid unless two-thirds of its members are present. Decisions are made by an absolute majority of the votes of those present, and in the event of a tie, the side with the President is favored.
