Regulation of the Statute for the Kingdom Championships Competitions for the Regions
Chapter 1: Preliminary Provisions
Article 1: Scope of Application and Interpretation
The definitions and terms contained in the Competitions and Championships Regulation shall apply to this Regulation, unless otherwise stipulated.
Without prejudice to the provisions of this Regulation; the provisions contained in the Competitions and Championships Regulation shall apply to all matters not addressed in this Regulation.
Any reference to the Federation's Charter or any of its regulations shall be a reference to those systems and regulations in force at the time of application.
This Regulation stipulates the rights, duties, and responsibilities of the Federation, clubs, officials, and players in the competition.
This Regulation, along with all decisions, instructions, and circulars approved by the Federation's Board of Directors related to the competition, shall be binding on all persons subject to this Regulation.
The Federation shall organize and manage the competition and shall undertake the commercial, marketing, and media affairs of the competition in accordance with the Federation's Charter, the Competitions and Championships Regulation, this Regulation, and other Federation regulations.
Chapter 2: Participation, Competition Law
Article 2: Participation
Clubs wishing to participate in the Kingdom's regional championships shall participate in the competition by submitting the final participation declaration for the championship within the period specified by the Federation. These championships are:
1/1. Kingdom Championship for Fourth Division Clubs.
2/1. Kingdom Championship for First Division Clubs Under 21.
3/1. Kingdom Championship for Second Division Clubs Under 18.
4/1. Kingdom Championship for Second Division Clubs Under 17.
5/1. Kingdom Championship for Second Division Clubs Under 16.
6/1. Kingdom Championship for Second Division Clubs Under 15.
The penalties stipulated in the Disciplinary and Ethics Regulations shall apply regarding the withdrawal or refusal of the club after the official competition schedule has been issued.
Article 3: Competition Law
Chapter 3: Technical Procedures
Article 4: Suspension Due to Warnings (Yellow Cards) and Expulsion (Red Cards)
1/1: If a player or official receives (4) four warnings in different matches in the competition, he shall be automatically suspended from participating in the next match.
2/1: If a player or official is sent off with a red card (direct or indirect dismissal), he shall be automatically suspended from participating in the next match, unless a decision is issued by the Discipline and Ethics Committee specifying the details of the penalty.
3/1: Warnings continue with the players throughout the tournament from the beginning of the first stage until the end of the second stage.
In the event of cancellation, replay, or non-completion of any match; the relevant articles in the Discipline and Ethics Regulations regarding warnings and dismissals shall apply.
Each club shall be responsible for monitoring the number of warnings and dismissals of its players and officials and ensuring their eligibility to participate in matches.
If any player or official transfers or is loaned to another club; he shall retain his record of yellow and red cards during the competition matches.
The remaining provisions contained in the Discipline and Ethics Regulations shall apply in this regard, including but not limited to: the mechanism for transferring cards between different competitions, and the mechanism for transferring cards from one season to another.
Chapter 4: Team Roster
Article 5: Eligibility of Players
Each club must register a number of players in the team list not less than the minimum and not exceeding the maximum according to the age category, through the Federation's electronic system (MySAFF), taking into account the conditions related to the ages and numbers of players in accordance with paragraph (4) of Article (30) of the Competitions and Championships Regulations.
Each club may field any player classified in the rosters of lower divisions than the team’s division in any match of the competition, whether they are Saudi, foreign, born locally, professional, or amateur (without an upper limit), provided that the number of foreigners or locally born players does not exceed the allowed limit for registration in the list according to paragraph (1) of this article.
Each club may field any player classified in the rosters of higher divisions than the competition’s division in any match of the competition, whether they are Saudi, foreign, born locally, professional, or amateur (without an upper limit), provided that the number of foreigners or locally born players does not exceed the allowed limit for registration in the list and that the player’s age permits participation in the championship in accordance with the provisions of paragraph (1) of this article.
The number of substitute players in the match list shall be a minimum of (3) three players and a maximum of (9) nine players in all championships except for the Kingdom’s Fourth Division Clubs Championship, where the number of substitute players in the match list shall be a minimum of (5) five players and a maximum of (9) nine players.
