Chapter 2: Objectives of the Financial Efficiency Committee and Its Competencies

Article 2: Objectives of the Committee

  • The Committee aims to supervise the application of organized rules and standards for the management of the club to implement best practices in financial governance to ensure the stability and growth of the club and achieve its objectives through the following:

    • 1. Taking necessary measures to ensure the club adheres to standards that guarantee effective cost management, high spending efficiency, and financial expenditure control.

    • 2. Prioritizing expense items related to the payment of relevant financial obligations.

    • 3. Collaborating with the club to reduce international and local issues and penalties associated with it.

    • 4. Evaluating the financial performance of the club in terms of compliance with the provisions of this regulation.

    • 5. Taking necessary actions to ensure the financial stability of the club.

    • 6. Encouraging the club to increase its revenues and balance them with its expenses.

    • 7. Encouraging the club to invest in the lands allocated to it in accordance with the regulations and instructions issued by the Ministry of Sport.

Article 3: Competencies of the Committee

  • 1. Proposing the controls, procedures, and mechanisms necessary to ensure the club's compliance and application of expenditure management standards.

  • 2. Evaluating the justifications for expenditures on initiatives.

  • 3. Financial oversight of the club's expenditures in relation to the financial support it receives.

  • 4. Ensuring the club meets its financial and contractual obligations.

  • 5. Taking necessary actions to impose penalties on the club that fails to rectify its financial situation, and on violators of the provisions of this regulation.

  • 6. Enhancing the application of governance principles in the club - represented in transparency, declaration, accountability, and responsibility - in order to achieve the desired objectives.

  • 7. Evaluating the club's financial efficiency and its compliance with the provisions of this regulation on a monthly basis.

  • 8. Monitoring the club's financial statements and examining and reviewing its financial data.

  • 9. Notifying the club that has not complied with the provisions of this regulation and granting it a time period determined by the committee according to what it deems appropriate to rectify its financial situation.

  • 10. The committee is responsible for issuing the club's financial efficiency certificate, and determining the dates for issuing the certificate as it sees fit.

  • 11. The committee is responsible for determining the requirements for the financial efficiency certificate according to the required standards, and has the right to amend or cancel them as it deems appropriate.

Chapter 3: Club Finances

Article 5: The Financial Year

The financial year of the club begins on July (1) and ends on June (30) of the following year.

Article 6: Club Revenues

  • 1. The assistance provided by the Ministry.

  • 2. The amounts related to membership (gold membership and regular membership).

  • 3. Income from matches and any resources that may arise from them.

  • 4. Investment in properties, such as sports facilities, after obtaining the Ministry's approval.

  • 5. Sponsorship rights: and returns from advertising, marketing, and television broadcasting, after obtaining the Ministry's approval while considering the controls and procedures established by the Ministry and the relevant federation.

  • 6. Any other resources approved by the club's Board of Directors that do not conflict with the regulations, rules, decisions, and instructions.

  • 7. Fees for the transfer or loan of professional players and marketing the club's name, logo, and its specific attire while considering the controls and procedures established by the Ministry and the relevant federation.

  • 8. Donations and gifts approved by the Board of Directors in accordance with the relevant rules and instructions.

Article (7): Club Expenses

  • 1. Wages.

  • 2. Contracts of players, coaches, and employees, in accordance with the organized procedures for that.

  • 3. Water, electricity, and fuels.

  • 4. Mail, telephone, telegrams, and other communication services.

  • 5. Restoration, maintenance, and rental of buildings.

  • 6. Expenses for implementing activities.

  • 7. Office and sports equipment, publications, devices, furniture, and supplies specific to the club.

  • 8. Membership fees in sports federations.

  • 9. Fines and penalties imposed on the club.

  • 10. Expenses for insuring and treating players domestically or abroad.

  • 11. Representation allowances, transfers, transportation, housing, subsistence, assignments, and bonuses.

  • 12. Insurance for transportation means and spare parts.

  • 13. Miscellaneous expenses.
