  • The Minister of Culture, based on the powers granted to him by law, and pursuant to paragraph (8) of Article (6) of the Cultural Commissions Statute approved by the Council of Ministers Decision No. (1012) dated 27/11/1445 AH, and after reviewing the Board of Directors' decision of the Architecture and Design Commission No. Q-8-T/25 (A.D.C), the Board of Directors' decision of the Visual Arts Commission No. Q-2-T/25 (V.A.C), the Board of Directors' decision of the Culinary Arts Commission No. Q-1-T/25 (C.A.C), the Board of Directors' decision of the Music Commission No. Q-01-T/25 (M.C), the Board of Directors' decision of the Film Commission No. Q-3-T/25 (F.C), the Board of Directors' decision of the Literature, Publishing, and Translation Commission No. Q-1-T/25 (L.P.T.C), the Board of Directors' decision of the Museums Commission No. Q-1-T/25 (M.C), the Board of Directors' decision of the Heritage Commission No. Q-1-T/25 (H.C), the Board of Directors' decision of the Fashion Commission No. Q-1-T/25 (F.C), the Board of Directors' decision of the Libraries Commission No. Q-1-T/25 (L.C), and the Board of Directors' decision of the Theater and Performing Arts Commission No. (Decision 2/2 T.P.A/2025).

  • It is decided as follows:

    • First: Approval of the licensing regulations for the cultural commissions in the attached format.

    • Second: This decision cancels any previous decisions that conflict with it, and it shall be communicated to those concerned for adoption, implementation, and enforcement accordingly.

    • Third: The provisions of these regulations shall come into effect ninety days after their publication in the Official Gazette.

Section 1: General Provisions

Article 1: Definitions

  • The following words and phrases - wherever they appear in this Regulation - shall have the meanings indicated opposite each of them, unless the context requires otherwise:

  • Ministry: Ministry of Culture.

  • Minister: Minister of Culture.

  • Commission: Libraries Commission established pursuant to the Council of Ministers decision No. (398) dated 10/6/1441 AH.

  • Council: Board of Directors of the Commission.

  • Regulation: Licensing Regulation.

  • Licenses: A document issued by the Commission with approval to a natural or legal person to practice cultural activities in accordance with the provisions of the Regulation.

  • Cultural Activities: Activities subject to the provisions of the Regulation and specified in the licensing rules.

  • Licensing Rules: A document containing a list of cultural activities, the technical conditions for each license, its financial counterpart, and the schedule of violations and penalties.

  • Prohibition List: A list of names of those decided to be prohibited from obtaining a license to practice the regulated cultural activity under this Regulation.

  • Platform: The unified electronic platform designated for submitting license applications.

  • Licensee: Any natural or legal person who has obtained a license from the Commission.

Article 2: Objectives of the Regulation

The regulation aims to organize the mechanism for obtaining licenses for cultural activities, define their procedures, the obligations arising from them, and regulate the monitoring and supervision of cultural activities.

Article 3: Scope of Application of the Regulation

The provisions of the regulation apply to practitioners of cultural activities.

Article 4: Issuance of Licenses

The Authority shall issue, amend, renew, or cancel licenses for related cultural activities in accordance with the provisions of the Regulation and licensing rules.

Article 5: Requirement to Obtain a License

It is required to obtain the special license for the activity from the Authority in order to practice any of the cultural activities, in accordance with the provisions of the Regulation and the licensing rules.

Article 6: Roles of the Authority

  • The Authority shall undertake the following:

    • 1- Preparing licensing rules and submitting them to the Ministry for approval.

    • 2- Reviewing applications received for issuing, amending, canceling, or renewing licenses according to its jurisdiction and deciding to accept or reject them with justification within a maximum period of thirty days.

    • 3- Taking necessary measures against violators of the provisions of the Regulation and licensing rules.

    • 4- Reviewing complaints from license applicants and licensees, and deciding on them as deemed appropriate in light of its competencies.

    • 5- Responding to inquiries received from the Contact Center regarding licenses.

Article 7: Obligations of the Licensee

  • The licensee shall comply with the following:

    • 1- Adhering to the provisions contained in each of the Regulation, licensing rules, and the applicable laws and regulations in the Kingdom.

    • 2- Not harming natural or legal persons in any form or manner.

    • 3- Not committing any act that would disrupt public order or public morals.

    • 4- Not using the Authority's logo except with prior written approval from the Authority.

    • 5- Displaying the unified electronic code in a clear and continuous manner, if there is a premises for practicing the licensed activity.

    • 6- Taking all security and safety measures approved by the competent authorities in accordance with the relevant laws, if there is a premises for practicing the licensed activity.

    • 7- Cooperating with the specialized inspectors and supervisors and providing them with the necessary support to carry out their duties.

    • 8- Ensuring that all its legal documents are valid and effective.

    • 9- Complying with the instructions and circulars issued by the Authority.
