An Supreme Council for Endowments is established as follows:
A) Minister of Hajj and Endowments Chairman
B) Undersecretary of the Ministry for Endowments Member and Vice Chairman
C) A Sharia member appointed by His Excellency the Chief Justice Member
D) Undersecretary of the Ministry of Finance and National Economy or his representative Member
E) Three experts and opinion leaders nominated by the Minister of Hajj and Endowments (Members) and their appointment is issued by a Royal Decree.
1) The Supreme Awqaf Council meets at least once a month, based on an invitation from the Minister of Hajj and Awqaf accompanied by an agenda, and the meeting is valid only with the presence of at least five of its members, including the President or his deputy.
2) The Council holds its meetings at the headquarters of the Ministry of Hajj and Awqaf in Riyadh, and it may hold them outside Riyadh when necessary.
3) The Council issues its decisions by an absolute majority of the number of attending members, and in the event of a tie, the opinion supported by the President prevails.
4) The necessary secretarial staff for the Council's work and records are appointed permanently within the budget of the Ministry of Hajj and Awqaf.
5) The Council may seek assistance from experts and consultants as deemed necessary when considering any matters presented to it, and it has the authority to contract with those it finds necessary to contract with according to the rules it establishes.
6) A- A fixed reward of five hundred riyals is granted to each member of the Supreme Awqaf Council, including the President, for each meeting attended, provided that the total annual reward does not exceed six thousand five hundred riyals. Each non-employee member is granted a fixed reward of one thousand riyals for each meeting attended, provided that the total annual reward does not exceed twelve thousand riyals.
B- A non-employee member is granted an amount of one hundred riyals for each night in case the Council meetings are held outside the member's place of residence, as travel allowances, and his travel should be on Saudi Arabian Airlines in first class. If the member wishes to receive the ticket value, he will be compensated at the value of the economy class.
1) Branch endowment councils are established by a decision from the Supreme Endowments Council in the regions based on the requirements of the endowments reality and their gathering, and the necessary procedures to achieve, utilize, and benefit from them in all aspects.
2) Each branch endowment council is formed as follows:
A) A representative from the Minister of Hajj and Endowments
1) The Subordinate Endowments Council meets at least once a month at the invitation of its President, and the meeting is valid only with the presence of at least six members, including the President or his Deputy.
2) The Subordinate Council holds its meetings at the Endowments Administration headquarters in the region.
3) The Subordinate Council issues its decisions by an absolute majority of the attending members, and in the event of a tie, the opinion supported by the President prevails. 4) The Secretariat of the Council is managed by the Director of the Grains Administration in the region, assisted by one of the Endowments Administration employees to manage the Council's affairs and maintain the necessary records for a Reward determined by the Supreme Endowments Council, provided it does not exceed the salary of two months for each of them per year.
5) The Subordinate Council, after obtaining prior approval from the Supreme Council and according to the rules it establishes, may seek the assistance of experts and consultants as deemed necessary when considering any matters presented to it and contract with those it finds necessary to contract with.
6) Each member of the Subordinate Endowments Councils, including the President, is granted a fixed Reward of two hundred and fifty riyals for each meeting attended, provided that the total annual Reward does not exceed four thousand riyals.
Each member who is not an employee is granted a fixed Reward of three hundred and fifty riyals for each meeting attended, provided that the total annual Reward does not exceed six thousand riyals.
