Statute of the National Anti-Drug Committee

Article 1

The following terms, wherever mentioned in this regulation, shall have the meanings specified next to each, unless the context requires otherwise:
ـ Committee : The National Committee for Combating Drugs.
ـ President : The President of the National Committee for Combating Drugs.
ـ Preparatory Committee : The Preparatory Committee of the National Committee for Combating Drugs.
ـ General Secretary : The General Secretary of the National Committee for Combating Drugs.
ـ General Secretariat : The General Secretariat of the National Committee for Combating Drugs.
ـ Subcommittees : The specialized subcommittees (Security Affairs Committee - Legal Affairs Committee - Media Awareness Committee - Studies and Information Committee - Treatment and Rehabilitation Committee).
ـ Working Groups : The working groups in the regions.

Article 2

Previous Amendments

The Committee has a legal personality and enjoys administrative and financial independence, and is organizationally linked to the General Secretariat of the Council of Ministers, with its main office located in the city of Riyadh. In order to carry out its activities, it may establish - by its own decision - working teams in all regions of the Kingdom.

 

Objectives of the Committee

Article 3

The Committee seeks to achieve the following objectives:
1 - Contributing to the reduction of drug abuse among members of the community.
2 - Creating health, social, and cultural awareness among community members regarding the harms of drugs and the misuse of psychoactive substances.
3 - Achieving harmony and coordination of efforts among governmental and non-governmental entities related to drug control.
4 - Enhancing voluntary participation of civil society members and its institutions in the field of drug control.
5 - Providing and developing self-support programs for individuals recovering from drug addiction and their families.
6 - Providing and developing therapeutic and rehabilitation programs for drug addiction patients.
7 - Supporting studies and research related to drug control.
8 - Benefiting from regional and international experiences in the field of drug control.

Article 4

The committee shall have a coordinating role for the activities of the relevant agencies in combating drugs, and these agencies must coordinate with the General Secretariat of the committee when implementing any activity related to preventive and rehabilitative aspects, as well as field studies and research.

1- A Chairman appointed by a decree from the Prime Minister Chairman
2- Minister of Interior Member
3- Minister of Health Member
4- Minister of Finance Member
5- Minister of Human Resources and Social Development Member
6- Minister of Education Member
7- Minister of Media Member
8- Head of General Intelligence Member
9- Head of State Security Member
10- Chairman of the Board of Directors of the Center for Communication and Knowledge Prospection Member
11- Head of the Saudi Data and AI Authority Member
12- Deputy Minister of Interior Member
13- Head of the Decision Support Center Member
14- Secretary-General of the Committee Rapporteur
15- Three members selected for their qualifications, appointed by a decision from the Council of Ministers for a term of three years based on a nomination from the Chairman of the Committee Members.
 

Powers of the Committee

Article 6

The Committee is responsible for the following:
1 - Drawing up national policies in the field of combating drugs and determining priorities through the preparation of an annual strategy to direct national efforts for combating.
2 - Establishing the regulatory and organizational rules for the Committee's work and approving them from the competent authority.
3 - Reviewing the laws and regulations applied in the field of combating drugs and proposing the necessary amendments, as well as suggesting any new laws and regulations needed to enhance the level of combating.
4 - Setting general policies for the importation, exportation, transportation, production, manufacturing, cultivation, ownership, possession, acquisition, trade, purchase, sale, delivery, and medical description of narcotic substances and psychotropic substances.
5 - Determining the quantity of narcotic substances and psychotropic substances that may be imported, exported, transported, produced, cultivated, or traded annually.
6 - Coordinating and following up with the relevant authorities regarding the implementation of the plans and programs drawn up for combating drugs; to achieve integration and coherence among their activities, and to organize the efforts of governmental and non-governmental entities in this field.
7 - Coordinating cooperation between ministries and departments concerned with drug and psychotropic substance affairs, the Arab Office for Drug Affairs, and relevant Arab and international organizations through the concerned authorities in the Ministry of Interior.
8 - Supervising cooperation agreements with Arab and international countries and bodies in the field of combating drugs, in coordination with the relevant authorities in the Ministry of Interior.
9 - Supporting specialized developmental and training activities and programs; in order to enhance the efficiency of specialists and employees in the field of combating within the relevant entities.
10 - Supporting interested parties and specialists and guiding them to conduct studies and research in the field of combating drugs.
11 - Encouraging cooperation and the exchange and dissemination of information (in the Committee's area of work) with local, regional, and global entities, and keeping pace with technological and scientific developments in this field.
12 - Inviting institutions and civil society associations working in the community to participate with the Committee in formulating policies and strategies related to combating drugs, and motivating them to perform specific roles in the areas of awareness, preventive education, treatment, rehabilitation, and self-support, or any other role that the Committee deems appropriate to assign to them.
13 - Evaluating the activities and efforts made by the relevant authorities in the field of combating; in order to adjust the course of the drawn plans.
14 - Supporting the relevant authorities and participating with them in holding seminars and scientific meetings on the latest methods of awareness, treatment, and rehabilitation used in this field, and organizing specialized exhibitions to focus on the phenomenon of addiction and the misuse of medical drugs to raise awareness among all segments of society, while the Committee retains the performance of activities and programs in the field of awareness and preventive education, and self-support programs for the recovering individuals alongside other relevant partner entities in this field.
15 - Issuing specialized guidance publications directed to all age groups, and producing audio and visual programs in the field of awareness of the dangers of drug use, and supporting similar efforts carried out by other relevant entities.
16 - Financially and technically supporting the self-support program, and coordinating with the relevant authorities in implementing rehabilitation programs for the beneficiaries of the program.
17 - Establishing frameworks and standards for the areas in which civil society institutions can participate to support drug combating activities and programs.
18 - Supporting the expansion of establishing governmental and private treatment facilities specialized in addiction treatment.
19 - Studying and evaluating the methods used in treating and rehabilitating addicts; to reach the best methods used in this field at the Arab and international levels.
20 - Providing modern technical equipment; to facilitate the coordination process between the Committee and treatment and rehabilitation centers.
21 - Approving the draft national policy for combating drugs and the necessary plans and programs for its implementation.
22 - Approving the draft financial budget and the final account of the Committee.
23 - Approving the Committee's annual report.
24 - Approving long-term plans for investing the Committee's funds.
25 - Accepting donations and gifts offered by institutions and individuals to the support and rehabilitation fund.

Article 7

The meetings of the Committee are considered valid if attended by two-thirds of the members, including the President or his representative. Decisions are made by a majority of those present; if the votes are equal, the side that the President votes with prevails.
